Duties
This position is located within the the Advisory Council on Historic Preservation (ACHP), Office of Federal Agency Programs (OFAP) in Washington, DC.
At the full performance level GG-13 the major duties of this position include, but are not limited to the following:
1. Conducts professional review of assigned undertakings under Section 106 of the NHPA (Section 106), handling reviews of complex, high profile, precedent-setting projects, terminations, or foreclosures, and the drafting and negotiation of Section 106 agreements and program alternatives;
2. Conducts, or assists other ACHP staff in conducting, the review and analysis of federal policies, procedures, and programs to identify trends, patterns, and conflicts in program management and Section 106;
3. Handles, or collaborates with other ACHP staff to facilitate, review of complex programs, multiagency activities, and federal agency preservation policies;
4. Provides expert technical advice and assistance in the interpretation and application of Section 106, other parts of the NHPA, and related laws, regulations, procedures, and guidelines to federal and State agencies Indian tribes, Native Hawaiian organizations, preservation organizations, and the general public;
5. Develops curriculum and provides class instruction regarding Section 106 and the NHPA; and
6. Leads or participates in projects that involve federal agency operational improvement or national historic reservation policy development.
Salary Information:
GG-13: $117,962.00 to $153,354.00 Per Year
First time hires to the Federal government normally start at the lower salary range of the grade level.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience.
Specialized Experience: To qualify for the GG-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is considered that which is in, or directly related to, the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This is defined as experience that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience must include:
Providing cultural resource program support and professional advice in a position whose main function is centered on cultural resources and Section 106;
Participating in Section 106 consultations with State Historic Preservation Offices (SHPOs), Tribal Historic Preservation Offices (THPOs) and Indian tribes; and
Conducting, developing or reviewing cultural resource projects, studies, or policies in support of Section 106 reviews.
