About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Communications Electronics Command.
Duties
Serves as the Security Specialist assisting the Security Officer for the Acquisition Center with responsibility for the implementation of the Center's security program.
Plans and monitors various aspects of the security program to include training and education, personnel security, inspections and OPSEC.
Serves as alternate Special Security Representative for the Center's Sensitive Compartmented Information Facility (SCIF) performing the full range of security duties.
Assists the Security Officer in executing security functions and duties for special access programs.
Interprets, defines, and articulates policies and procedures to implement policies within the Center for personnel security, information security, physical security, industrial security, and operations security (OPSEC).
Documents and obtains accreditation for Communications Security (COMSEC) facilities and oversees the COMSEC account for the Center.
Requirements
- Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 (or equivalent) investigation.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- This position requires the incumbent to obtain the SFPC certification within their first two years of employment.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.

Specialized experience is defined as one year of progressively responsible intelligence-related security experience at the GS/GG-11 grade level that included experience in utilizing and implementing a wide range of security concepts or principles which include: Personnel Security (PERSEC), Physical Security (PHYSEC) and Operations Security (OPSEC).

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
