Duties
Serves as a Senior Security Specialist/Special Access Program (SAP) Security Lead within the Cyber Technology Division.
Serve as security advisor to leadership requiring the ability to review, advise, plan, develop, and make recommendations on security activities and security operational requirements for the overall protection of sensitive or classified information.
Serve as security advisor to leadership requiring the ability to advise, and make recommendations for personnel facilities, technology, or other sensitive materials, resources, against criminal terrorist, or hostile intelligence activities.
Serve as subject matter expert and technical authority for the development, coordination, implementation, management, and oversight of the Cyber Technology Division security program covering all security disciplines.
To include Physical, Information, Operations, Personnel, and Industrial Security, Special Access Programs (SAP), law enforcement, and intelligence operations at geographically dispersed Cyber Technology Division sites.
Develop security plans, inspection, and survey reports for compliance with existing policies and procedures governing SAP, collateral, and/or sensitive compartment information (SCI).
Responsible for planning, directing and organizing the management of Industrial, Physical, Personnel Operations, Information and Automated Information Systems Security.
Duties as a senior security specialist require the ability to review, advise, plan, develop, and make recommendations on security activities and security operational requirements.
Provide physical protection of sensitive or classified information, personnel, facilities, or other sensitive materials, resources, or processes against criminal, terrorist, or hostile intelligence activities.
Develop security policy and designs.
Develop, evaluate, and sometimes install protection systems.
Manage the transfer, acceptance, and shipping of classified material, equipment, and computer resources to/from the Lab.
Manage a security education, training, and awareness program to ensure all personnel are knowledgeable and compliant with all applicable administrative and security requirements.
Provide technical review of division/activity requested SAP physical/information security systems and procedures.
Review construction projects to ensure they meet SAP physical security requirements.
Provide technical review and provides recommendation of approvals of requests for waivers and exceptions from minimum physical security standards for the division.
Represent Cyber Technology Division as an expert on assigned SAP security program elements and projects.
Interact independently and proactively with customers to identify and define complex/difficult problems and to develop and implement strategies.
Perform other duties as assigned.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Business travel is required up to 25% of the time.
- Selectee must be able to obtain and maintain a Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI).
- This is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug testing.
- This position has been identified for the Security Professional Education Development (SPeD) Certification Program. This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Defense STRL Positions to recruit and appoint qualified candidates to positions in the competitive service.

Specialized Experience:One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DE-03 pay band (GS-12 level) in the Federal Service which includes experience in one or more of the following areas:
1. Experience applying a thorough knowledge of a wide range of technical security functions policies and procedures, such as Alternate Compensatory Control Measures (ACCM), Special Access Programs (SAP), Collateral, and Sensitive Compartmented Information (SCI). 2. Comprehensive knowledge and experience in managing SAP security document control and share point sites. 3. Ability to review, advise, plan, develop, and make recommendations on SAP security activities and security operational requirements
Education
