This position is located in the Office of Risk Management and Internal Controls (ORMIC). ORMIC is responsible for coordinating Enterprise Risk Management (ERM), process improvement, and audit follow-up activities throughout the Corporation and ensuring that the FDIC has a strong, effective internal control program.

Duties
Prepares written procedural guidelines for ORMIC staff for use in program evaluations and ensures that policies and procedures for the evaluations are documented, maintained, and consistently applied.
Performs complex analytical studies and assignments using a wide range of qualitative and quantitative methods for assessment, data mining and collection, analysis, measurement, identification of trends, and management reporting. Presents results orally and in writing to FDIC executive management.
Serves as a liaison between FDIC’s divisions and offices and the OIG, GAO, or other third party auditors for audits and evaluations of the Corporation’s operations. Monitors audit follow-up and resolution activities pertaining to recommendations made as a result of these audits and evaluations to ensure that appropriate corrective actions are taken.
Serves as a liaison working independently within the organization to negotiate issues with audit and program managers and executives.
Independently develops methodologies for performing risk management and internal control studies of information systems throughout the FDIC.
Conducts internal control reviews and program evaluations of the Corporation’s operations. Reports on their results and recommends solutions and improvements.
Provides guidance to Divisions and Offices on an annual basis regarding preparation of assurance statements to the FDIC Chairman attesting compliance with internal control requirements and providing substantial compliance with applicable internal control standards.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the GS/CG 13 grade level or above in the Federal service. Specialized experience is defined as experience conducting audit follow-up activities with internal or external entities (e.g., GAO or an OIG), managing and establishing internal controls and operational risks, Federal Information Security Management Act (FISMA) reporting, and use of Interactive Data Extraction and Analysis (IDEA) data analysis software.
