Summary: The primary purpose of this position is to serve as manager of requirements processes and general oversite of an AF-level Enterprise Information Technology (EIT) Service aligned under one of the Air Force's EIT Portfolios.
Duties
Serves as senior requirements analyst for the development and delivery of enterprise-level IT capabilities.
Provides technical, procedural, and policy guidance for the planning and implementation of enterprise-level IT capabilities.
Develops, maintains, and reviews planning documents related to the creation, integration, or implementation of EIT Services.
Represents Air Force EIT position at meetings and conferences.

Qualifications

Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes skills in applying, IT principles, concepts, methods, standards, and practices sufficient to demonstrate authority, manage and serve as technical advisor for assigned programs and systems, interpret policies, procedures, and strategies governing the planning and delivery of services.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of, and skill in applying, a wide range of IT systems, principles, facilities, procedures, practices, and methodology, such as those found in Government and industry.
Knowledge of IT systems management, oversight, performance management, and of hardware operation, configuration, policies, procedures, and life cycle development to ensure planning programming, budgeting, and track of resources.
Knowledge and high level of skill related to the process of requirements analysis, assessing capabilities of systems relative to established requirements and determining impacts to related/dependent systems.
Knowledge of trends in present and emerging, state-of-the-art of IT systems, programs, and critical thinking skills to develop Course of Actions (COAs) and present how management can meet future IT, network and communications requirements.
Skill and ability to speak and write effectively for the purpose of presenting, understanding, and discussing complex technology concepts, issues, and problem resolutions with key government officials, industry officials, and other military and civilian personnel.
Ability to track tasks, manage timelines, facilitate meetings in person and with virtual environment, develop and maintain team online collaborative tools and resources environment such as but not limited to virtual meetings, schedules, chats, notes/ minutes/ continuity, and file sharing coordinating with enterprise stakeholders, Action Officers (AO), and Senior Leaders.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
