This position is located in the Western Hemisphere Affairs (WHA), Enterprise Infrastructure (EI), Regional Diplomatic Technology Center (RDTC), in the Bureau of Information Resource Management (IRM/EI/RDTC), U.S. Department of State (DOS). The Regional Diplomatic Technology Center (RDTC) provides critical IT guidance and support to WHA posts and emergency assistance to any overseas post in need worldwide.
Duties
Provides analysis, training, and advice on financial matters to program officials, managers, and resource administrators for projects, which are of significant importance to the Division.
Works with budget analysts to maintain financial records and reconciles amounts in financial management systems to resolve discrepancies with both program managers and finance specialists.
Interprets budget policy and regulations and advises operating officials.
Provides expert guidance, assistance, and training to program managers regarding contracts and performance requirements for availability, reliability, security, and operability.
Provides briefings on local travel policy, manages administrator roles for password reset and change forms for departing and arriving employees.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience with automated tools used for budget analysis, such as spreadsheets and databases, and automated financial systems.
Experience conducting cost-benefit analysis of alternative budgets.
Experience developing long-range program goals that include determining their impact and interaction with other programs, operations, and budgets.
There is no substitute of education for specialized experience for the GS-13 position.
