About the Position: The U.S. Military Entrance Processing Command, headquartered in North Chicago, IL, is a jointly staffed command, staffed by representatives of all branches of the Armed Forces. The command, through its 66 military processing locations (Military Entrance Processing Stations (MEPS)/Remote Processing Stations (RPS)), determines whether applicants are qualified for enlistment based on standards set by each of the services.
Duties
As a Supervisory Management and Program Analyst, you will:
Develop and evaluate financial policy.
Provide authoritative financial management advice and services to management to meet day-to-day and long-range needs of the organization.
Execute and analyze the current payroll status of funds.
Review, analyze and evaluate various organization operations as they relate to the overall cost of performing the mission and long-range program plans and funding goals.
Perform a full range of supervisory duties over administrative and technical staff.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has been designated as non-critical sensitive and requires you to possess, or obtain, and maintain, for the duration of employment, a secret clearance.
- This position requires you to possess or obtain and maintain a Financial Management Certification Level II.
Qualifications
Telework eligible position - Position has an official duty location of North Chicago, IL and is eligible for Situational Telework at the discretion of the Command. This position is NOT eligible for remote work (remote duty location). If telework is approved, selectees will be required to report to their official duty location as outlined in their telework agreement.
APPOINTMENT INFORMATION: Position may be filled as a temporary promotion or detail NTE (1 year) by a current permanent Army employee. Temporary promotions may be extended up to a maximum of five years. Position may be made permanent without further competition. Employees currently located in OCONUS (foreign or non-foreign) are not eligible for a detail to a CONUS position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience Required: To qualify based on your experience, your resume must clearly describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, including: Performing budget formulation for budget year and out years; Preparing written justification for changes to program budget submissions; Conducting analysis of budget requests to determine validity of requests; Performing budget execution for current and prior years; Redistributing funds among programs to ensure funding shortages are resolved and/or excess funds are allocated. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
