About the Position: Serves as Program Analyst in the Management Support Branch with responsibility and authority for the formulation, justification, and execution of the Kansas City District's Civil works Operation and Maintenance General (O&M), General Regulatory, Flood Control and Coastal Emergencies (FCCE), and National Preparedness Programs(NEPP).

Duties

Develops plans, procedures and instructions for formulating and justifying the Kansas City District's program/budget requirements for Operations and Maintenance General, General Regulatory, FCCE, and NEPP. Manages O and M, Regulatory and FCCE projects in the Primavera project management database and pulls reports from the Oracle Financial Analyzer detailing project execution schedules and program development data. Evaluates and integrates estimates and proposals submitted by the Operations Division offices, Engineering Division (ED), Real Estate Division (RE), and other District office elements to assess needs within the programs. Coordinates the activities for developing the Work Breakdown Structure (WBS) for execution in P2 of the O and M program. Prepares, compiles and/or edits narrative and statistical material, exhibits, and related background information for use by the District staff in supporting assigned appropriations and projects. Compiles current year programs and schedules of obligations and expenditures for submission to higher headquarters. Requests and justifies current year program adjustments and reprogramming of funds. Works with the Branch Chief to develop the outyear programs for O and M, Regulatory and FCCE. Loads project data for execution into the Primavera project management tool.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-09 Specialized Experience: One year of specialized experience which includes utilizing computerized budgeting/program management software and assisting in the forecasting and budget formulation for future years OR analyzing and tracking budget execution for current year. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, mathematics, or Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience which includes assisting in the forecasting and budget formulation for future years And analyzing and tracking budget execution for current year. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, mathematics, or Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
