You will serve as a Contract Specialist within NAVSUP WEAPON SYSTEMS SUPPORT. #LI-NAVSUPWSS

Duties

You will serve as the contractual authority on the acceptability and applicability of contractual matters related to NAVSUP WSS Maritime and/or Aviation procurements. You will review and analyze procurement requests to determine adequacy, completeness, and commerciality. You will conduct pre-negotiation conferences with management and technical personnel to negotiate prices, terms and conditions, contract modifications, and settlements. You will monitor contractor technical performance over the life of the contract. You will process solicitations, evaluate and analyze proposals, perform cost and price analysis, and develop the pre-negotiation position. You will provide training and guidance to team members regarding procurement actions.

Requirements

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

For the GS-12 Level: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting acquisition planning and contract pre-award functions to include determining contracting methods, documenting the acquisition strategy, and obtaining appropriate approvals; 2) Evaluating the reasonableness of the contractor's proposed cost/price to prepare for complex negotiations; 3) Applying a broad range of contract price and cost analysis techniques to develop solicitations and analyze contractor proposals; 4) Negotiating contract price, terms, and conditions; 5) Monitoring contractor technical performance over the life of the contract to resolve issues relating to change proposals, claims, payments, or similar problems; and 6) Developing contracting techniques and procurement strategies that can be applied to resolve future procurement/support issues. For the GS-11 Level: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Reviewing incoming procurement requests to provide assistance with preliminary procurement planning and documentation responsibilities; 2) Conducting acquisition planning and contract pre-award functions to include determining contracting methods, documenting the acquisition strategy, and obtaining appropriate approvals; 3) Interpreting and applying relevant laws, regulations, policies, standards, or procedures to specific contracting issues; and 4) Monitoring contractor technical performance over the life of the contract to resolve issues relating to change proposals, claims, payments, or similar problems. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.

For the GS-11 level only, you may qualify based on the following education substitutions:
Successful completion of a Ph.D. or equivalent doctoral degree.
or
Successful completion of three full academic years of progressively higher level graduate education.
