You will serve as a Supervisory Contract Specialist in the Office of Small Business Programs (OSBP) of NAVSUP WEAPON SYSTEMS SUPPORT.
Duties
You will support the attainment of government socio-economic objectives; conduct market research; assist with acquisition planning; participate in the source selection process.
You will interpret and apply DoD and Navy policies and procedures on small business programs as they apply to NAVSUP WSS, as well as implement policies and procedures.
You will assist contracting, inventory, and technical staff with market research, identifying contracting opportunities for small business concerns, structuring requirements, contract incentives, and evaluation factors.
You will provide Small Business Program input on contract incentives, initiation of new procurement approaches, competition, review of source selection plans, and other assistance as required, to ensure maximum participation by small businesses.
You will develop and analyze metrics to measure the small business program performance, conduct business analysis, studies, or surveys to identify potential improvements in the operations of the Small Business Office.

- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the Federal Service or equivalent demonstrating comprehensive knowledge of the legislation, regulations, and methods used in contracting; and knowledge of business and industry practices, sources of supply, cost factors, and requirements characteristics. Specific work experience must demonstrate some or all of the following duties: 1.) Reviewing strategy in carrying out a complete review of proposed procurements using knowledge of laws, regulations, procurement principles, policies (including small business program regulations and policies), and techniques; 2.) Maximizing contracting opportunities for small business participation to include Performance Based Logistics contracts and other long term contractual agreements; 3.) Analyzing current capabilities of small business sectors and their related business practices, operations and structures to identify sources of products and services that match requirements; 4) Interpreting guidance and policies to formulate internal directives and procedures, as well as developing and providing training to the contracting workforce and leadership; and 5.) Pulling and analyzing data to achieve established metrics and generating new and innovative approaches to solve procurement issues and achievement of goals.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
