The Management Analyst position is located in the Department of Administrative Services (DAS), Facilities and Security Office (FSO), Space and Facilities Division (SFD), Facilities Integration & Transformation Branch. The FSO is responsible for the management, oversight, and support of security, emergency preparedness, space and facilities programs, and various administrative services within the Thurgood Marshall Federal Judiciary Building (TMFJB) for the courts and other judiciary offices.
Duties
The incumbent will report to the Chief of the Facilities Integration and Transformation Branch, Facilities and Security Office (FPO). The FPO is seeking a self-motivated professional Management Analyst to join its team. The Branch provides space and facilities support and services to the courts. The incumbent will be providing business expertise in developing, coordinating, and supporting data collection and analytics related to real estate issues, policies and processes including annual rent estimates, operating costs, and appraisals for judiciary-occupied facilities. The incumbent will be facilitating and mapping current and future business processes to streamline and implement enhancements to processes and systems. The ideal candidate must have excellent communication skills, analytical, strong organizational skills, and ability to work collaboratively with internal and external stakeholders.
The duties of this position include, but are not limited to:
Working with FSO staff to develop, coordinate, and maintain data, tools, and systems to support FSO national programs and initiatives such as the New Courthouse Program, Capital Security Projects Program, Courthouse Hardening Program, including facility and space-based dashboards, visualizations, analytics, and reporting.
Collaborating and supporting the data collection, analytics, metrics, and tracking of cost containment programs and initiatives such as the Space Reduction Program, No Net New, Circuit Rent Budget projects, and Strategic Initiatives.
Working closely with FSO staff to maintain an understanding of the initiatives, space projects, their costs, and space and rent implications as well as the development of initiatives, briefings, and reports.
Providing business expertise, coordinate issues, and analytics on the General Services Administration (GSA) Rent Bill and associated real estate issues, policies, and processes including annual rent estimate, operating costs, appraisals, and rental rates for Judiciary-occupied facilities, including assessing GSA's implementation of agreements, policy, and procedures.
Developing metrics, analytics, data visualizations, and processes to support and communicate projects and initiatives in the Space and Facilities Division mission areas, including developing, enhancing, and coordinating data, tools, and systems.
Acting as product owner for facilities IT Systems, including extensive interaction with GSA, Administrative Systems Office, and the Judiciary's existing and developing systems and tools (e.g., JSPACE and AMP Data Modules).
Acting as a facilitator for groups to map out current and future business processes for the purposes of coordinating, streamlining, improving effectiveness, and implementing the enhancements to processes and systems.
Writing, reviewing, and editing agenda items for the biannual meetings of the Judicial Conference Committee on Space and Facilities.
Developing and maintaining ongoing working relationships with the GSA, the U.S. Marshals Service, Administrative Office staff, Assistant Circuit Executives, and others.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALLareas defined below:
Experience providing business process review and management related to private and/or public sector real estate;
Developing metrics, analytics, data visualizations, and processes to support and communicate projects and initiatives; and
Coordinating, maintaining data, tools, and systems to support national programs.
