This position is in the Planning, Programs and Project Management Division (PPPMD). PPPMD is responsible for the development and execution of program budgets for general investigations (studies and pre-construction design work), general construction (projects in construction), operation and maintenance, flood control and coastal emergencies and general regulatory appropriations. PPPMD project managers lead multi-disciplinary teams to study, design, construct and maintain the district's projects.

Duties

Serves as Program and/or Project Manager, responsible for the overall management, control, coordination and execution of assigned projects under a particular Civil Works or alternate Program. Coordinates the planning, design, cost engineering, construction, and environmental restoration for major Civil Works and Support for Others projects. Manages and controls project schedule milestones and budgets planning through construction and initial operations. Integrates all District functions (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.), sponsor/customer needs and other agencies commitments in support of assigned project into a comprehensive management plan. Participates in District programming decisions affecting long and short range courses of action for assigned projects. Provides input to the District operating budget related to projects assigned. Allocates project funds to District elements, consistent with progress attained, and measures and monitors performance to assure commitments of all parties are being maintained.

Specialized Experience: One year of specialized experience which includes 1) Applying knowledge of methods, practices and processes of program and project management disciplines to manage the planning, scope development, design, and instruction of programs/projects; 2) Experience in management sufficient to integrate functions (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.) into a comprehensive management plan; and 3) Applying knowledge of the principles and practices of budget administration sufficient to establish budget for assigned projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationProject ManagementTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
