This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
PEO EIS is seeking an Acquisition Management Specialist to support IT program success through attention to detail, dynamic analysis and proactive teamwork in statutory and regulatory compliance. Come join the HQs team at Fort Belvoir, VA.
Duties
Oversees the program management areas of cost, schedule, and performance; and specifically in the areas of systems integration, interoperability and family of systems (portfolio management).
Reviews and evaluates assigned IT systems program's acquisition strategies and acquisition documentation for accuracy, completeness, and compliance with HQDA and OSD regulatory requirements.
Applies analytical reasoning, evaluation, and communication skills in order to define program needs and objectives.
Develops policy and procedures under acquisition streamlining concepts through interpretation of legislation and DoD regulations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level II (Practitioner)in the Acquisition Career Field Program Management within 60 months of entrance on duty.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- This is a Term position scheduled to last 5 years.
- Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.

In order to qualify, you must meet the expereince requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: In order to qualify for this position your resume must describe one year of specialized experience equivalent to the NH-03 (GS-13 or equivalent) grade level in the Federal service which includes: 1) Developing and/or reviewing IT system program acquisition documentation for accuracy; (2) Conducting analyses of acquisition programs in sufficient depth to produce significant findings for effective presentation of the results to management officials for decision making; (3) Ensuring statutory and regulatory requirements are met while applying DOD 5000 series Acquisition Management processes to support acquisition of IT Programs.
The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent.

- The Foundation Course (FC) is required for all employees hired after 30 September 2006.
This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
