THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a FACILITY DESIGN AND PROJECT MANAGEMENT SPECIALIST, Position Description Number PDD1126000 and is part of the WY Construction and Facilities Management Office, Wyoming Army National Guard.
Duties
The primary purpose of this position is to manage, program, and execute ARNG major/minor construction and renovation projects in a geographically separated area. This requires the ability to execute construction projects, on time and within budget, which directly affects the state's success in meeting ARNG mission and the Adjutant General's goals.
(1) Administers, leads, coordinates, and verifies design and construction of building, infrastructure, and other projects performed by A&E firms and Construction contractors, characterized by large funding costs and long duration times.
(2) Requests construction funding.
(3) Represents the CFMO at meetings and conferences with other ARNG representatives as well as NGB, state, other government agencies and stakeholders.
(4) Provides guidance on the development of building environmental, energy, security, and communication systems both for programmed new construction and for retrofit of existing buildings.
(5) Provides guidance and input to the Improvement Program for ARNG Armories.

AREAS OF CONSIDERATION:
Primary consideration will be made from Areas 1, 2 and 4. If referrals are not made from the target category, subsequent referrals may next be made from Area 6 (if eligible).
Area 1: All permanent and indefinite Wyoming National Guard (NG) WY ARNG employees assigned to CFMO.
Area 2: All permanent and indefinite Wyoming National Guard (NG) T32 Dual Status technicians employed within the Wyoming Army National Guard.
Area 4: All current M-day soldiers of the Wyoming Army National Guard.
Area 6: Current military members of the US Army, Army Reserves, or other states' Army National Guard units or prior service members of one of those military branches. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position.

DESCRIPTION OF WORK: Work involves managing, supervising, leading, or performing administrative work that involves: a combination of work characteristic of two or more series in the Equipment, Facilities, and Services Group where no one type of work is series controlling; or work classified in this group for which no other series has been established.
MINIMUM REQUIREMENTS:
Must possess experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE:
Must possess experience in applying principles, concepts, and methods of engineering, project management, or a combination of both to facility, infrastructure, or technical team projects. Experience using established occupational methods and techniques to determine facility and infrastructure construction and improvement needs. Experience in determination of resource needs, allocation of resources, and budgeting/funding needs. Experience coordinating work forces and resources and negotiating with management or clients concerning infrastructure needs and problems.
NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from dates (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar 2017) and hours worked per week with description of your specialized experience on the

MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.
DRIVER'S LICENSE:
Must possess a valid driver's license.
Education
Preference will be given to those applicants in possession of an Engineering BS Degree, Project Management BS Degree, OR Equivalent Education and Experience.
