The incumbent is responsible for directing, planning, coordinating, and implementing a variety of administrative and customer support service functions in the Chicago, IL office. Responsibilities include (but are not limited to) budget planning and monitoring, acquisition of equipment and supplies, assigning and overseeing work by Field Operations staff, supporting human capital activities, coordinating facility repairs, overseeing physical and information security, and other activities.

Duties

Oversee and coordinate a full range of administrative activities, such as ensuring the operability of office equipment, providing orientation/exit processing for staff, and assigning, executing, and overseeing a variety of projects in support of field operations management. Serve as an in-line supervisor by assigning work to subordinates, prioritizing their workload, ensuring timely and quality completion of work, and interpreting and applying procedures and guidelines. Coach and provide feedback to subordinates, provide input for performance appraisals, approve leave and certify time and attendance for assigned staff. Recommend awards and recognition for subordinates. Manage and execute GAO business processes such as time and attendance, travel reimbursement and compliance, procurement, and formatting GAO reports for republishing; assist with development of and compliance with business process policies and procedures. Review business process activities for quality assurance, and serve as back-up to administrative staff as needed. Maintain, monitor, and reconcile the field office budget; oversee preparation of purchase orders, procurement, and payment of small purchases for supplies and services; and serve as payment approver for purchase card transactions. Work with building management and/or the General Services Administration regarding security, maintenance, and other areas, and assist the Field Office Manager with office renovations or relocations as required. Serve as the Property Control Officer, manage inventory control, and coordinate with local ISTS staff on logistical/equipment issues. Provide direct customer support for all routine administrative and business processes conducted in the field office, some of which may be sensitive or complex, and coordinate with the Field Office Manager on Union/LMR issues related to the field office. Instruct GAO staff about administrative processes, such as those for time/attendance and travel; maintain the field office's internal intranet website; coordinate local training offerings and enrollment; and oversee workspace assignments and the workspace sharing program. Manage physical and information security as the designated Security Officer; maintain secure rooms and ensure oversight of classified workspace, tools, and materials in accordance with GAO policies and procedures. Respond to security alarms; serve on building security and emergency committees; and assist the Field Office Manager with emergency preparedness activities and drills. As lead on the office's emergency response and evacuation team, execute emergency preparedness plans and make decisions during emergencies. May serve as deputy focal point for one or more Field Operations national responsibility areas, such as Field Operations-wide activities related to facilities, recruiting, etc., or agency-wide business processes such as timekeeping, training or transfers. Duties may include collection and analysis of data as well as coordination and collaboration with staff across Field Operations and in other GAO operational units such as FMBO, HCO, IO, and ISTS to effectively resolve issues and ensure efficient delivery of services. Participates in the local Facility Security Committee (FSC) meetings and acts as a Designated Official and/or voting FSC member on collaborating current security efforts and dealing with improved security enhancements in respective Field Office's. Serve as a lead or participate in office, field, and agency-wide activities or special projects as required.

Qualifications

Applicants must have one year (52 weeks) of specialized experience at the next lower level/band, equivalent to the AC-III, PT-I, PE-I, PA-I, CS-I or GS-11 grade level in the Federal service. Specialized experience is experience that demonstrates knowledge of and the ability to perform a wide variety of administrative functions and services such as handling routine building maintenance issues, applying physical and information security policies and procedures, and/or monitoring, maintaining, and reconciling an office budget. Prior professional experience must demonstrate the ability to plan, organize, and control work involving diverse administrative activities, as well as the ability to gain cooperation and coordinate the work of others.
