You will serve as an IT SPECIALIST (PLCYPLN) in the IT OPERATIONS BRANCH of the ACI/INFORMATION TECHNOLOGY DIVISION in the CORPORATE OPERATIONS DEPARTMENT of NAVAL SURFACE WARFARE CENTER. This position is equivalent to the GS-13/14 level.

Duties

You will serve as the Telecommunications Program Manager for the Information Technology Division (ITD). You will act as a primary stakeholder in the underlying information technology (IT) operational processes and functions that support the service, provide direction and monitor all significant activities so the service is delivered successfully. You will develop and maintain strategic plans for telecommunications support for all tenants of NSA Crane. You will ensure all acquisitions, procurements, and outsourcing efforts address security requirements consistent with organization goals. You will ensure supply chain, system, network, performance, and cybersecurity requirements are included in contract language and delivered. You will evaluate the effectiveness of procurement function in addressing information security requirements and supply chain risks through procurement activities and recommend improvements. You will perform needs analysis to determine opportunities for new and improved business process solutions. You will develop methods to monitor and measure risk, compliance, and assurance efforts. You will serve as the Contracting Officer Representative (COR) for the telecommunications service contract.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area Program Manager level Intermediate within 12 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NT-04 (GS-11/12) in the federal service or equivalent experience in the private or public sector leading or managing an Information Technology (IT) program or Telecommunications program to identify, develop, and implement operational requirements ensuring the execution of mission objectives. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
