You will serve as a RADIOLOGICAL EMERGENCY PLANNER in the Submarine Group TEN (CSG-10), of COMSUBGRU10.
This is an obligated position. The former incumbent has return rights to this position under PL 86-585.

Duties
You will be responsible for providing radiological emergency planning services.
You will be responsible to ensure naval activities, shipboard personnel, and local, state, and Federal authorities located near Kings Bay are prepared to minimize public and environmental hazards and effects.
You will be responsible to develop CSG-10 response plans to an actual or potential nuclear reactor plant accident or other radiological emergency in Kings Bay.
You will assist in the planning and conduct of radiological emergency drills and media exercises to evaluate level of preparedness and conducts training sessions to train radiological emergency personnel.
You will act in full for the Director of Radiological Emergency Planning in the absence of the Director due to leave or travel.
You will assist in preparing and negotiating support agreements for coordinated response action with outside agencies and facilities.
You will review Federal, State, and Local government agency emergency response plans to ensure all the plans combined provide complete and integrated coverage of necessary radiological emergency response actions.
You will be responsible to identify the need for new or improved facilities and equipment.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Providing radiological emergency planning services to ensure naval activities, shipboard personnel, and local, state; and Federal authorities to minimize public and environmental hazards and effects resulting from the unlikely event of a Navy nuclear reactor or radiological accident;
Using qualitative and quantitative techniques for analyzing and measuring the effectiveness and efficiency of the radiological emergency planning program;
Applying project management concepts, principles, techniques to implement organizational concepts/amenities, (mission, organization, facilities), work processes to plan and evaluate the radiological emergency actions;
Utilizing concepts, principles, techniques of radiological controls for projects relating to radiological emergency planning;
Providing advice and critical direction in the event of a real emergency relating to plant safety design and reactor plant operations, radiological controls, radiological emergency planning, basic understanding of Naval reactor plant repair and maintenance;
Planning/performing technical analyses of potential emergency conditions, developing plans and procedures, providing technical advice and assistance in emergency preparedness;
Assigning emergency response roles for senior naval management, engineering personnel, (i.e., preparing and conducts indoctrination; continuing training for assigned emergency response personnel; maintaining records of training, etc.…); AND
Developing criteria, procedures, and instructions that will govern actions across Naval commands and Civil Authorities, to include coordinating and negotiating plans and procedures w/such officials.
