Duties

You will manage multiple priorities and provide technical recommendations/solutions to complex problems encountered during the administration of the construction contracts. You will coordinate post-award contract meetings, preconstruction conferences, (informal or formal) partnering meetings, schedule acceptance meeting, design review meetings, coordination and mutual understanding meeting, and final inspections. You will manage the contractor Requests for Information (RFIs) and ensuring timely responses. You will serve as Contracting Officer’s Representative (COR) in the management and administration of construction projects. You will prepare property record inventory documents, DD1354 Transfer and Acceptance of Military Real Property and Disposal of DON Real Property, in accordance with NAVFAC Business Management System (BMS). You will provide effective and timely contractual correspondence; be capable of tactfully and professionally communicating (orally and in writing) NAVFAC requirements.

  • You will be required to obtain and maintain a current valid United States driver's license.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field N - Engineering and Technical Management Level 1. Certification is required within 24 months of appointment.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a bargaining unit position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing multiple priorities and independently developing and providing technical recommendations/solutions to complex problems encountered during the administration of construction contracts; 2) Ensuring effective communication and coordination between the project manager, design manager, contract specialist, the contractor, the project technical team, and the client; 3) Visiting construction sites to monitor progress and solicit input from Engineering Technician/Quality Assurance representatives, review reports, and attend meetings; 4) Acting as the Contracting Officer's Representative (COR) in the management and administration of construction projects; 5) Performing technical submittal review and evaluate comments provided by various subject matter experts/ Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
