The primary purpose of this position is to provide specialized administrative analysis in the areas of education and training, program resources, and employee development. Serves as the Education & Training flight Chiefs Primary Civilian Formal Training Manager, Resources Manager for Civilian Education and Training, APDP Acquisition Program funds,

Duties

Serves as resource manager for Civilian Training, Education and Acquisition funds within Budget Activity (BA) 03 PEC 88751F and Budget Activity (BA) 04 PEC 72806F, and ensures appropriate BA04 funding is received in support of the Education and Training Flight. Serves as Cost Center Manager, and Approving Official for Government-Wide Purchase Program (GPC). Serves as a technical staff advisor to the Functional Area Chief for analyzing and responding to education and training requirements and/or deficiencies in programs. Serves as Cost Center Code Resource Manager of Acquisition Professional Development Program (APDP) providing technical guidance to ensure DoD and Air Force compliance. Assigned as Alternate/Back-up test examiner (TE) for the Weighted Airmen Promotion system (WAPS), Armed Forces Classification Test (AFCT), Test of Basic Aviation Skills (TBAS), and the Air Force Officer Qualifying Test (AFOQT) . In this capacity, accounts for exams and mails completed test materials IAW prescribed procedures. Incumbent conducts various training courses for Kirtland AFB personnel.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. For the GS-07: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes: (1) Knowledge of the application of DoD, AF, and other applicable policy, directives, instructions and regulations as they relate to training, education, and budget activities; (2) Knowledge of the processes to administer educational testing with specific parameters; and (3) Knowledge commonly used budget and finance principles. OR EDUCATION: One full year of graduate level education in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts. or Superior academic achievement OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. For the GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: (1) Knowledge of the application of DoD, AF, and other applicable policy, directives, instructions and regulations as they relate to training, education, and budget activities; (2) Knowledge of the processes to administer educational testing with specific parameters; and (3) Knowledge commonly used budget and finance principles. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Examples of specialized experience includes: (1) Knowledge of standard education and training principles and practices; (2) Knowledge in applying Human Resource Development (HRD) learning concepts, policies, principles, and methods in order to ensure training requests and monies are within legal authorities; and (3) Knowledge of installation budget and finance regulations, procedures and processes for budget formulation to compile, correlate, and consolidate obligations and expenditures. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D. degree or LL.M., if related. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of and skill in applying an extensive body of education and training rules, procedures, and operations sufficient to assist employees and managers in obtaining formal schools training. Knowledge of the mission, organization, and work processes of programs throughout the installation, as well as the relationships of education and training support activities to such missions. Ability to gather, assemble and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends. Ability to develop improvements in the design new work methods and procedures. Knowledge of and ability to administer educational testing with specific parameters. Ability to communicate orally and in writing. Knowledge of installation budget and finance regulations, procedures and processes for budget formulation to compile, correlate, and consolidate obligations and expenditures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
