Duties

You will lead and manage diverse project teams necessary to execute multiple complex Ordnance and Energetics Manufacturing tasks or projects on time and within budget. You will compose and present project documentation (e.g. cost estimates / proposals, project plans, schedules, spend plans, statements of work, etc.). You will analyze, track and report on project status including: budget, cost, schedule, technical performance, risk and quality. You will manage and track project financial data using the Navy Enterprise Resource Planning (ERP) system including gathering financial information and building project structures. You will communicate and resolve project status or issues with portfolio managers, resource managers, customers and suppliers. You will support a manufacturing organization. You will be required to report to the duty location advertised in the announcement on a regular and reoccurring basis. Occasional telework options may be available.

• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalent grade level) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating technical project operation requirements to develop, plan and execute project schedule, milestones and deliverables to improve efficiency and execution of complex projects.
