Duties

Designs, plans, coordinates, oversees, and directs Test and Evaluation of Information Technology/National Security Systems to determine system compliance with operational effectiveness, suitability, and cyber survivability criteria. Establishes priorities, milestones, and objectives of the program, and manages program schedule and resources effectively. Writes and reviews test planning documents. Prepares and presents formal and informal briefings and technical reports to chain-of-command management and to other organizations. Conducts detailed analysis over a wide range of technical areas and develops detailed recommendations. Provides expert Testing and Evaluation advice, results, and recommendations in support of acquisition decisions to the Warfighter and acquisition communities. Provides expert level advice and assistance in the areas of security architecture, systems auditing, security tools, and all areas related to Cybersecurity. Provides technical assistance and security guidance in the areas of information systems and telecommunications. Identifies need for policy revisions to address changing test objectives. Participates in the identification of requirements for and development of capabilities, tools, and instrumentation needed to support the Testing and Evaluation mission.

Qualifications

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Entry/Developmental Work Level within the CES Occupational Structure. This job fair could result in placement into one or combination of the below listed Information Technology Management Specialties: Policy and Planning - develop, implement, and ensure compliance with plans, policies, standards, infrastructures, and architectures that establish the framework for the management of all IT programs. Enterprise Architecture - analyze, plan, design, document, assess, and manage the IT enterprise structural framework to align IT systems with the mission, goals, and business processes of the organization. Security - plan, develop, implement, and maintain programs, polices, and procedures to protect the integrity and confidentiality of systems, networks, and data. Systems Analysis - consult with customers to refine functional requirements and translate functional requirements into technical specifications. Applications Software - translate technical specifications into programming specifications; develop, customize, or acquire applications software programs; and test, debug, and maintain software programs. Operating Systems - install, configure, and maintain the operating systems environment, including systems servers and operating systems software on which applications programs run. Network Services - test, install, configure, and maintain networks including hardware (servers, hubs, bridges, switches, and routers) and software that permit the sharing and transmission of information. Data Management - develop and administer databases used to store and retrieve data and develop standards for the handling of data. Internet - provide services that permit the publication and transmission of information about agency programs to internal and external audiences using the Internet. Systems Administration - install, configure, troubleshoot, and maintain hardware and software to ensure the availability and functionality of systems. Customer Support - provide technical support to customers who need advice, assistance, and training in applying hardware and software systems. This announcement will be used to fill positions with an entry grade of GG-11, GG-12, or GG-13. If selected for a position a job offer will be made at the minimum salary level for the offered grade level. Management has the prerogative to select at any grade level. This recruitment provides promotion opportunity to target position without further competition when selectee is eligible and recommended by management. However promotion is not guaranteed and no promise of a promotion is implied. Pay table used may vary on grade or cyber work role of selected position. Below is the base table (s) for Ft. Huachuca. The minimum salary for grade GG-11 is $73,858.00, the maximum salary is $96,012.00. The minimum salary for grade GG-12 is $88,858.00, the maximum salary is $115,079.00. The minimum salary for grade GG-13 is $105,268.00, the maximum salary is $136,852.00. In order to qualify for this position, you must meet the requirements described below. Basic Requirement: For the GG-11: Attention to Detail -experience reviewing my own information technology-related work or data to ensure accuracy, completeness, and consistency with standards. My work or the data that I produce is typically reviewed by my supervisor or another colleague. Customer Service - experience having brief contact with customers to provide information about available information technology products and services and providing customers with standard products or routine services to address information technology needs. Oral Communication - experience informing my supervisor and other IT staff of the status of information technology systems, projects, or daily operations, including the status of information technology systems, projects, or daily operations, including the communication of basic technical information to a non-technical audience. Problem Solving - identifying or selecting from a number of alternatives to address routine information technology-related issues by gathering and applying information from standard sources that provide a limited number of solutions. For the GG-12 and GG-13 Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards. Customer Service - experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs. Oral Communication -briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience. Problem Solving - identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions. Qualifying Experience: For the GG-11, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For the GG-11 position, qualifying experience is defined as experience creating and providing technical documentation for all information systems, networks, and associated applications and conducting threat and vulnerability assessments to access risks and determine effective corrective measures. To qualify at the GG-12 your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For the GG-12 position, qualifying experience is defined as experience applying a wide range of IT concepts, principles, and practices relating to hardware integration, operating systems and application software using methodologies related to cybersecurity Test and Evaluation existing major IT and Network Security Services currently employed by customers as would be necessary to design Testing and Evaluation strategies and plans for developmental IT and Network Security Services programs. To qualify at the GG-13 your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For the GG-13 position, qualifying experience is defined as experience maintaining cyber systems and IT systems by resolving technical issues or developing security procedures or protocols for an organization. This includes applying advanced cybersecurity concepts, principles, practices, policies, and employment of information technologies to serve as a technical authority in the Testing and Evaluation of Network Security Services related programs.

Education

Titles, military ranks and/or salary/pay rates are not used in conjunction with the evaluation of qualifying experience to meet minimum qualifications for a position. The work actually performed by the applicant must be reviewed and evaluated to determine equivalency to a grade. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be meet within 30 days of application.

GG-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the qualifying experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the qualifying experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

GG 12 and above: Education is not substitutable for qualifying experience at this grade level.
