You will serve as a MANAGEMENT ANALYST of NAVY SYSTEMS MANAGEMENT ACTIVITY.
This position is in the excepted service and does not confer competitive status.
Duties
You will be responsible for a variety of management and administrative functions including human resources coordination, workforce development, data analysis, and manpower management.
You will complete analytical reviews of Human Capital and workforce management policies, processes, and trends in order to develop recommendations for process improvement.
You will develop, establish, and sustain management and administrative policies and processes.
You will liaise with organizational offices to support manpower, training, manage-to-payroll, and human resource requirements.

Qualifications
GS-13 Level:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following: 1) Managing manpower by organizing assigned billet identification numbers, ensuring accuracy of information associated with positions, and ensuring correct alignment with command's Authorized Manning Document and Table of Organization; 2) Coordinating manpower budget actions to include Planning, Programming, Budget, and Execution Process and Program Objective Memorandum process to ensure manpower budget for current and future years; 3) Using automated systems such as DCPDS to execute personnel actions in order to initiate processes for recruitment, classification, awards, and other HR functions; and 4) Providing expert level guidance and advice on manpower and human resources process and products to stakeholders.
GS-12 Level:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following: 1) Assisting with workforce management through organizing manpower billets; 2) Supporting the Planning, Programming, Budget, and Execution process and Program Objective Process for manpower costs; 3) Gathering and organization information from management to initiate recruitment actions with Human Resources; and 4) Providing guidance on manpower processes to stakeholders.
