Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Program Analyst, you will:
--Conducts special studies and reports as instructed by the Director. Develops analytical papers on programs, assessing performance and suggesting new policies and policy changes having nationwide impact.
--Utilizes available computer equipment and data systems to maintain current PHA data, track PHA performance trends and compliance issues, and generate appropriate work products. In addition, incumbent is called upon to strip and merge databases from different systems to develop ad hoc reports in programs such as Access.
--Works closely with field staff to apply ADP systems and techniques including PIC/IBS, risk management and other diagnostic tools to identify public housing performance problems. Provides results and recommendations on performance issues to PIH Desk Officers and Director, FOS.
--Assists in developing the Office's Business Operating Plan in terms of both content and structure; establishes appropriate reporting mechanisms and procedures in coordination with desk officers and cognizant systems personnel; is able to determine field office performance from automated systems and reports to the maximum extent possible; and evaluates performance and provides reports on same for follow-up by FOS Desk Officers.
Qualifications
You must meet the following requirements by the closing date of this announcement.
For the GS-13, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Conducting trend analysis of business processes; AND
Negotiating and coordinating efforts with local or federal officials; AND
Applying problem solving methods, trend analysis, and analytical techniques related to program deficiencies; AND
Presenting findings and recommendations, both orally and in writing.
For the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience for this position includes:
Using data to analyze program and operational performance trends; AND
Collecting and researching data for studies or evaluations of programs/operations; AND
Preparing reports and recommendations for management consideration; AND
Presenting findings and recommendations, both orally and in writing.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
