The primary purpose of this position is to serve as a senior agency Congressional Liaison Representative and space program operations expert in support of the U.S. Space Force. Develops agency response to Congress on legislative issues, inquiries, reporting, or interest items. Conducts research and analysis on substantive agency issues of a highly sensitive nature.
Duties
Manages the assigned congressional engagement program for the Department of the Air Force, primarily focused on United States Space Force (USSF).
Analyzes Department of Air Force congressional engagement program and aligns congressional engagement messages and products with Air Force Public Affairs messages.
Plans, analyzes and executes congressional engagements for Department of Air Force Senior and USSF leaders.
Represents the organization and maintains a continuous liaison and relationship with other Air and Space staff, OSD, Joint Staff, other Service, other DoD, congressional committee and congressional offices to ensure informed decision making by Department of Air Force leadership.

- PCS expenses are not authorized. Travel and Relocation expenses will not be paid.

- May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Recall to duty and overtime may be a requirement of this position.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include: synthesizing data from diverse sources, analyzing trends, and/or evaluating legislation and other program directives in order to formulate engagement plans; producing detailed preparation materials such as information papers, communication and messaging products, briefing slides, and/or briefing packets; collaborating with subject matter experts, strategic communications, and/or public affairs professionals to resolve messaging discrepancies; and, providing guidance to senior leaders and staff members related to protocol for congressional engagements.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of agency plans and programs for conducting major space program operations and ability to develop and execute critical legislative liaison strategy and plans for congressional engagement. Prior experience as an expert working with U.S. Space Program Operations is highly desirable.
Knowledge of agency program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of space operations and evaluation of the same.
Expert knowledge of the functions of U.S. Congress and the interrelations of the laws and appropriations that support agency program planning and execution and associated missions; including ability to lead lower graded analysts to carry out projects and initiatives in the assigned division.
Expert knowledge of a wide range of research methods, tools and sources to support the development, assessment and improvement of critical organization strategy and plans for purpose of congressional engagement. Ability to understand and apply knowledge of the congressional legislative process and congressional legislative research tools, tracking systems and processes.
Skill to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relationships. Ability to apply Office of the Chief of Legislative Liaison (OCLL) strategic communication; including developing key messages, message alignment, branding and/or communication effectiveness measures. Ability to exercise insight, judgment, and diplomacy for establishing and maintaining effective relations between senior the Department of the Air Force, Space Force and Congressional leaders/contacts
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
