About the Position: This position is located in the logistics warehouse on Ft Meade, MD. The employee is occasionally required to frequent the warehouse, travel to outlying clinics and other offices. A normal workday is 0700-1600 with an hour lunch daily. The employee will function primarily as the CEEP manager working the acquisition of property/ supplies and tracking the due-ins and due-outs. The employee will be expected to communicate with direct supervisor on the purchases and the customer.

Duties

Manage administrative operations of the Medical Care Support Equipment/Capital Expense Equipment Programs (MEDCASE/CEEP) of a regional US Army Medical Activity (USAMEDDAC) activity and its subordinate organizations. Provide staff advice and guidance to supported MTFs’ leadership and staff. Serve as a consultant and advisor to the command and department chiefs. Analyze, resolve issues, and coordinate support requirements; coordinate with functional specialist to assure adequate provision of equipment and services to meet specific long- and short-range needs. Brief leadership and other staff members on program requirements, disposition of outstanding requests, recommendations to improve operations, etc. Evaluate proposed plans for impact and support of material management feasibility. Coordinate with appropriate offices on requests, including actions requiring approval by higher headquarters. Recommend MEDCASE/CEEP funds distribution based on requirements documented in Defense Medical Logistics System Support (DMLSS), command priorities, and business initiatives. Serve as Billing Official/Approving Official and manager of all Property management credit card orders utilizing simplified acquisition, contracting and electronic commerce procedures to acquire required medical and/or non-medical equipment. Interact with contracting vendors, United States Army Medical Materiel Agency (USAMMA), Defense Health Agency (DHA), and Market regarding procurement in emergency/urgent situations, as well as procurement of specialized nonexpendable equipment.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • This position requires the incumbent to have tuberculosis testing.
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration- Logistics Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: AccountabilityDecision MakingMaintenance Planning and Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
