The position is located in the Office of the Executive Director, Bureau of Intelligence and research (INR/EX). The Office of the Executive Director provides centralized administrative services, including financial management, general services, personnel management, program development, strategic planning, and management analysis.
Duties
Provides the Bureau managers and employees with consultative and operational services in staff recruitment/acquisition including special hiring authorities, position classification and management, performance management, and HR information systems.
Interprets and applies existing Intelligence Community Directives (ICDs) and guidelines in developing or refining INR directives, regulations, and guidance.
Serves as an INR representative on Intelligence Community working groups, maintains liaison with IC counterparts, and ensures coordination with all stakeholders to meet goals.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.
- Obtain/maintain eligibility to access Sensitive Compartmented Information
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience providing authoritative advisory services to senior bureau officials on all phases of the recruitment process, including special hiring authorities and flexibilities.
Experience researching, interpreting, and applying appropriate Federal laws, policies, practices, guidelines and analytical/diagnostic methods sufficient to solve a wide range of complex HR related problems and issues.
Experience interpreting and implementing Intelligence Community (IC) directives concerning Human Capital topics.
Experience drafting correspondence on a full range of sensitive management issues to include job vacancy announcements, position descriptions, and a variety of reports, letters, and memoranda.
There is no substitute of education for specialized experience for the GS-13 position.
