This position is part of the Defense Threat Reduction Agency. The incumbent will be responsible for all actions assigned by the Chief, Exercise and Training Division and the Chief Exercises Branch that support development and execution of intricate and complex training in support of U.S. national military strategy and regional contingency requirements.

Duties

As a SENIOR EXERCISE PLANNING SPECIALIST at the GS-0301-13/14 some of your typical work assignments may include: Serves as a DTRA Senior Exercise Planning Specialist for selected DTRA Joint Training Plan (JTP) training and exercise events through the DoD Joint Event Life Cycle (JELC). This includes working all aspects of DTRA JTP exercise planning, development, execution and assessment. Researches and recommends appropriate training devices and/or scenarios that will provide an accurate assessment of the command training function. Develops scenarios to accomplish exercise objectives for exercises requiring realistic portrayals of threat forces and environmental factors and ensures DTRA mission requirements are executed during planning conferences and the conduct of the exercise. Utilizes all aspects of the DoD Joint Training Information Management System (JTIMS) and related supporting systems to execute the DTRA JTP and related training and exercise events. Conducts and provides analysis of exercise observations and issues identified; supports the development and presentation of After Action Reports and uses this analysis to develop and validate solutions or improvements of DTRA mission execution readiness. Develops, coordinates and presents expert level joint training related briefings at DTRA supported JTP JELC events at the action officer and as required the SES/GOFO level and with counterparts across the DOD, US Government, allies and partner nations. Develops action officer and executive-level products for information and decision in support of the DTRA mission. Develops and coordinates DTRA SME participation at DTRA supported CCMD and CJCS sponsored training and exercises to accomplish specific Agency guidance and JMETL based training objectives in coordination with the supported Combatant Commands, OSD, Joint Staff, allied and partner nations.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Applying knowledge of the DoD Joint Training System to strategic/operational level Combatant Command and/or North Atlantic Treaty Organization military training and exercises; Applying knowledge of the DoD Joint Exercise Life Cycle to Combatant Command sponsored exercises and/or North Atlantic Treaty Organization sponsored military training and exercises; Utilizing the DoD Joint Operational Planning and Execution Process; Countering Weapons of Mass Destruction through the use of WMD threat assessments and programs and knowledge of US National Security Strategy and the National Military Strategy; Achieving the NSS and CWMD mission through a comprehensive understanding of Office of the Secretary of Defense, Joint Staff, Combatant Commands and the Service component roles and missions. You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Assisting in the use of the DoD Joint Training System for Combatant Command and/or North Atlantic Treaty Organization military training and exercises; Applying knowledge of the DoD Joint Exercise Life Cycle for military training and/or exercises; Assisting in utilizing the DoD Joint Operational Planning and Execution Process; Countering Weapons of Mass Destruction through the use of WMD threat assessments and programs and knowledge of US National Security Strategy and the National Military Strategy; Achieving the NSS and CWMD mission through an understanding of Office of the Secretary of Defense, Joint Staff, Combatant Commands and the Service component roles and missions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Position is designated Emergency-Essential (E-E) in support of mobilization and wartime mission. Employee will be required to remain in the overseas position in the event of hostilities or mobilization until relieved by proper authority. E-E employees are required to undergo nuclear-biological and chemical training and to participate in readiness tests, mobilization, alerts, and field training exercises. Employee must pass a medical examination and receive required immunizations for the overseas/deployed location. Prior to appointment to the position, employee will sign a statement agreeing to the E-E condition of employment. PPP DoD Military Reserve (MR) and National Guard (NG) Technician Eligible. Eligibility-MR or NG Reserve Technician who will lose or has lost their military membership through no fault of their own after completing at least 15 years of technician service and a minimum of 20 years of service creditable for non-regular retirement. Preferen­ce eligibility to DoD positions within their local commuting area in accordance with Section 3329(b) of Title 5, U.S.C. This preference eligibility is valid for 1 year after separation. PPP DoD MR and NG Preference Eligible Tech Receiving Disability Retirement. Eligibility-MR or NG Technician who will be or has been involuntarily medically retired due to a service-connected medical disability that disqualifies them from military membership or from holding their required military grade and have applied for or are receiving a disability retirement annuity. Preferen­ce eligibility to DoD positions within their local commuting area.

Substitution of education may not be used in lieu of specialized experience for this grade level.
