The primary purpose of this position is to exercise 2nd level (or higher) supervisory and managerial authorities over the 420 SCMS GUNA-Hill. Directs work activities through subordinate supervisors/leads with responsibility for providing advice, accountability, and expertise to higher management and/or senior leadership on a continuous basis.
Duties
Exercise 2nd level (or higher) technical and administrative supervisory personnel management responsibilities for 25% or more during duty time over subordinates predominately in the General Administrative, Clerical, and Office Services Group and at the journey level or higher.
Plan, organize, and oversee the activities of the organization, ensuring that logistics management related operations comply with legal and regulatory requirements and meet customer needs.
Participate in special logistics related operation projects and initiatives and performs special assignments.
Represent the organization with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03 level or equivalent in the Federal Service. Specialized experience must include plan and schedule ongoing production-oriented work. Adjust staffing levels or work procedures within their organization to accommodate resource allocation decisions made at higher echelons. Justify the purchase of new equipment. Improve work methods and procedures used to produce work products. Oversee the development of technical data, estimates, statistics, suggestions, and other information useful to higher level managers in determining which goal and objectives to emphasize. Decide the methodologies to use in achieving work goals and objectives, and in determining other management strategies. Make decisions on work problems presented by subordinate supervisors, team leaders, or similar personnel. Evaluate subordinate supervisors or leaders and serve as the reviewing official on evaluations or nonsupervisory employees rated by subordinate supervisors.

Knowledge of the applicable principles, concepts, policies, and laws; functions, programs, and systems applicable to the duties of position; sources, responsibilities, and means for providing assistance and advice to resolve problems; and all aspects of support.

Ability to plan, organize, and direct, mentor, motivate and appraise the staff of a small to medium sized organization.
Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
PHYSICAL DEMANDS
The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
WORK ENVIRONMENT
he work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
