About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Forces Command, USA Joint Readiness Training Center, Operations Group, Fort Johnson LA 71459.
Duties
Serves as security specialist, performing a full range of multi-discipline security program.
Provides technical and administrative support of the Personnel Security (PERSEC) program for military and civilian personnel.
Manages the periodic reinvestigation program for SECRET and TOP SECRET security clearances; maintains an active access security database; provides visit authorizations; and assists, on an annual basis, in inspections.
Provides authoritative information and assistance to management/organizational officials/employees on Personnel Security policies and procedures.
Resolves security clearance problems caused by conflicting testimony and conflicting policy.
Serves as Foreign Disclosure Officer; reviews, processes and coordinates requests to release information to foreign government, requests for visits approval for foreign representatives.
Requirements
- Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Requires Temporary Duty (TDY) travel up to 10% of the time.
- This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within the first two years of employment.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:
For the GG-09 level: One year of experience equivalent to the GG/GS-07 grade level in the Federal service which includes; 1) Processing requests for security clearances, and reports of unfavorable information in regard to personnel security; 2) Performing routine and recurring assignments such as maintaining files; preparing correspondence; and reviewing a variety of documents for completeness.
For the GG-11 level: One year of experience equivalent to the GG/GS-09 grade level in the Federal service, which includes 1) Providing direct support and technical assistance in a Personnel Security program such as reviewing requests for personnel security clearances for accuracy/completeness; 2) Executing and validating security clearances.
For the GG-12 level: One year of experience equivalent to the GG/GS-11 grade level in the Federal service which includes providing security guidance, direct support, and technical assistance in all matters relating to Personnel Security such as security clearance applications, periodic reinvestigations, analyzing and resolving security clearance problems.
Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

To substitute education for the required experience for the GG-11: Successfully completed a closely related (CR) Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related.
