About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Science and Technology Directorate, Emerging and Disruptive Tech Division, Future Weapons Branch, Charlottesville, VA 22911.

Duties

Serves as a full-performance scientist/engineer conducting research and analysis of foreign directed energy weapon, sensor, or power and energy technologies. Position has a focus on technologies for directed energy weapons and passive/active sensors, including laser emitters, detector technologies, and signals analysis and exploitation algorithms. Position has focus on power and energy storage technologies, including advanced power generation concepts or technologies, battery chemistries and materials, and novel energy storage technologies. Reviews, evaluates, and interprets current and projected scientific and technical information on foreign research, development, and advances in assigned technologies. Identifies intelligence gaps and develops overall analytical objectives through an assessment of customer requirements. Collates, integrates, evaluates, and prepares scientific and technical intelligence analytic products. Formulates Center position on critical issues, briefs decision makers at Army and National level and at key customer activities, and regularly represents the Center or the Army on Intelligence Community working groups and committees.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.

Qualifications

Note: Education must have been completed in a U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education. One year of specialized experience equivalent to at least the GG/GS-12 grade level in the Federal service which includes experience in production of finished scientific and technical (S&T) intelligence products with strategic implications, including forecasts and assessments with respect to the application of synthetic biology and biotechnology technologies with relevance to future military capabilities.
