This Financial Specialist position is located within the Antarctic Infrastructure and Logistics Section (AIL), Office of Polar Programs (OPP), Directorate for Geosciences (GEO). The primary purpose of the position is to provide day-to-day oversight of financial operations for the U.S. Antarctic Program (USAP).
Duties
As a Financial Specialistyou will perform the following duties:
Develop and document AIL procedures for effective and consistent financial management of Polar operations, ensuring they are in alignment with appropriate policies.
Collaborate with staff in the Office of Budget, Finance, and Award Management (BFA) to ensure USAP financial procedures align with NSF procedures and procedures for the other government agencies from which USAP accepts funds.
Complete requisitions for all funds allocated to the AIL Section, and monitor funding flows into and out of the AIL operating plan to ensure forecasted obligations can be supported.
Review all invoices from the prime (twice monthly on a $2B contract) and minor contractors to ensure proper accounting and to confirm the work was completed effectively and review all property reports to ensure accuracy and compliance.
Serve as the Alternate Contracting Officer's Representative (COR) for the Antarctic Support Contractor (ASC) when the Prime COR is out of the office and provide technical direction to the contractor in the areas of financial operations.
Support execution of ongoing financial audits including, identifying gaps in financial controls and property balance sheets closing them prior to an audit finding and liaising with OIG to schedule requested meetings and provide requested documents.
Proactively communicate Financial Operations-related activities and issues as requested by the Business Manager including, preparing routine reports and summaries of financial activities and alerting and advising leadership of any gaps or issues in Financial Management.
Qualifications
To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 Level federal service overseeing and managing financial management operations for a program, including accounting, budgeting, financial reporting, audit management, and/or program analysis. Examples of specialized experience include: supporting the preparation of audit responses or data items; implementing corrective actions to address audit issues; monitoring financial transactions and summarizing issues for management; documenting financial management procedures ensuring compliance with policies; serving as a Contracting Officer's Representative (COR) or Alternative COR.
Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
