Duties
As a Program Analyst, you will:
Serve as HUD's Acquisition Career Manager (ACM) by processing certifications and re-certifications through the automated certification system, training employees in the use of systems supporting certifications, coaching the acquisition workforce in obtaining certifications.
Conduct analytical studies for the Policy and Systems Division Director on specific areas of concern upon request.
Develop and maintain current regulations, policies, and procedures under HUD's acquisition related FAC programs and ensures appropriate alignment.
Act as a central consultant for the acquisition workforce to support use of the automated certification system, identify training needs appropriate for assigned workload, and ensure acquisition workforce management awareness and participation in the FAC programs. nt with the policies established by the Office of Management and Budget (OMB) for these programs.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
- Interpreting and applying certification policies and procedures; AND
- Communicate and present detailed information related to certifications, training, policy and procedures; AND
- Effectively works with and responds to internal and external stakeholders; AND
- Effective facilitation of program and agency goals associated with the acquisition workforce.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
