You will serve as Dockmaster in the Operations Department, Portsmouth Naval Shipyard, Kittery, Maine.

Duties

You will oversee the entire docking program at the Shipyard including planning and executing docking operations, preventative and corrective maintenance, and coordination of construction projects to minimize impact to ship availabilities. You will ensure the readiness of dry dock facilities and direct the planning and execution of all docking and undocking operations. You will oversee the movement of the vessel during evolutions and ensure effective coordination between ships, shops, codes, and port operations personnel. You will be on site when the dock is flooded and remain until completion of the docking evolution, including inspection of the blocks. You will ensure the proper mix and numbers of skills and levels, monitor schedule adherence, and make appropriate adjustments of manpower and priorities to ensure quality and timely performance. You will assign work, provide technical guidance, personnel management, performance management, position management, oversee training, recommend promotions, approve leave, recommend awards, resolve disciplinary issues, and administer EEO policies.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Incumbent is required to obtain radiological worker qualification to inspect the blocks immediately after docking evolutions.
  • Incumbent will be required to complete Dock Master qualification card within one year of employment.
  • Significant overtime may be required.

Qualifications

SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-12 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience must demonstrate the following: Experience with Naval Shipyard operations, production and management, organizational responsibilities, and the location, capacity, capability, and availability of facilities and services of a Naval Shipyard industrial complex. Experience with the technical and administrative aspects of naval docking operations, practices, processes and techniques including the sequencing and timing of key program events and milestones. Experience with the practices and operations of the trades directly involved in docking operations, including Shipwright, Crane & Rigging, and Dry Dock Services to successfully direct docking evolutions. Experience performing supervisory duties such as assigning and prioritizing work; providing technical guidance, personnel, performance and position management; identifying training needs; interviewing/selecting candidates for vacancies; recommending promotions and awards; resolving disciplinary issues and administering EEO policies.
