This position is located in the Health Resources and Services Administration, Provider Relief Bureau, Division of Program Integrity, Audit and Assessment Branch. Duties

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives. As a senior Financial Auditor for the Provider Relief Bureau (PRB), you serve as an expert auditor, advising federal and public health organizations on financial management and program integrity issues affecting national healthcare programs within the assigned mission area. Your major duties and responsibilities include: Performing a variety of auditing duties using knowledge of the Generally Accepted Accounting Principles (GPPA) and Generally Accepted Auditing Standards (GAAS) in carrying out the assignments. Conducting program integrity analysis of organizations who received federal funding. Developing or modifying auditing methods and techniques to resolve a variety of complex auditing problems. Analyzing and evaluating reports, findings, statements of corrective action, draft findings, conclusions, and recommendations to remain appraised of status and progress of audits and inspections. Determining the adequacy of audits in terms of conformance with financial management, program integrity, and generally accepted auditing standards, and compliance with regulations. Qualifications

OPM Individual Occupational Requirements for Financial Auditors Series, 0511: Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. If meeting the OPM IOR based on being a Certified Public Accountant or a Certified Internal Auditor, you must provide documentation that allows HR to verify your professional certification. In addition to the above OPM IOR, in order to qualify for this GS-13 position, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. Examples of minimum qualifying specialized experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis: Providing advice and guidance on the interpretation and application of federal fiscal policies, regulations, and legislation relevant to federally funded programs. AND Performing financial audits of a complex nature for federally funded programs and making recommendations as to corrective actions based on audit findings. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. ACCOUNTING - Knowledge of traditional accounting practices including accrual, obligations, and costs methods.
