Duties

This position is a mission critical occupation for HRSA. This position is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives. As a Lead Internal Controls Auditor, you provide technical advice and consultation in various aspects of internal control auditing to include research and policy development. Your major duties and responsibilities include: Articulating and communicating to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Providing authoritative information, advice, and guidance in response to inquiries concerning audit policy and activities. Reviewing, analyzing and proposes decisions on recommendations for changes in policies, standards, guides, and program controls. Providing comprehensive evaluations on proposed audit changes. Identifying problems and program constraints, which require legislative changes. Developing studies and analyses for proposed changes in legislation in coordination with appropriate program officials. Designing and planning the conduct of very complex, comprehensive assessments which are focused on internal controls, improper payments, financial integrity, and financial management for a wide range of complex HRSA programs and major transaction cycles from programs administering by HRSA. Determining adequacy of assessments in terms of conformance with financial management, program integrity and generally accepted auditing standards, and compliance with regulations.   • HRSA Federal applicants must submit an SF-50 to show status and time-in-grade. Must meet Time-in-Grade by the closing date of this announcement.

QUALIFICATION REQUIREMENTS OPM Individual Occupational Requirements for Auditing Series, 0511: YOU MUST PROVIDE A COPY OF ALL OF YOUR UNOFFICIAL TRANSCRIPTS THAT VERIFY THE DEGREE AND COURSEWORK REQUIREMENTS WITH YOUR APPLICATION BY THE CLOSING DATE OF THE ANNOUNCEMENT. COPIES OF DIPLOMAS WILL NOT BE ACCEPTED AS VERIFICATION; PLEASE DO NOT SEND THEM. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. If meeting the OPM IOR based on being a Certified Public Accountant or a Certified Internal Auditor, you must provide documentation that allows HR to verify your professional certification. In addition to the above OPM IOR, in order to qualify for this GS-14 position, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. Examples of the minimum qualifying specialized experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis: 1. Ensuring compliance with relevant laws, regulations, and policies related to auditing and financial management including the Generally Accepted Government Auditing Standards (GAGAS) or Generally Accepted Auditing Standards (GAAS). AND 2. Using professional accounting and auditing skills to maintain oversight for implementation of appropriate laws, directives and regulations of financial internal control programs and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. COMPLIANCE - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
