Duties

WHAT YOU'LL BE DOING DAY TO DAY As a Supervisory Auditor, you will use your knowledge of and experience to optimize business results and customer experience by: Planning and establishing the scope, time and locations of audits based on comprehensive pre-audit surveys and professional judgement. Developing audit steps necessary to provide the coverage desired within time and resource constraints of the audit. Leading audits in a timely, professional manner. Leading all audit and oversight activities with a keen understanding of cost allocation and the differences between direct and indirect costs. Making appropriate recommendations to resolve cost allocation issues. Resolving Federal (OIG) audits and non-Federal audits (Single Audits, formerly OMB Circular A-133 per Subpart F of 45 CFR Part 75), including: identifying relevant audit findings; obtaining appropriate documentation (auditee responses, corrective action plans, etc.); preparing Audit Resolution Letters and responses to appeals. Conducting pre-award risk assessments, which may include examining grantees' major financial management systems for compliance with federal requirements, reviewing Single Audit Reports (formerly A-133) for outstanding audit findings, analyzing financial statements for financial viability of an organization, etc. Serving as a Supervisory Auditor coordinating, planning, evaluating, developing, and executing audits of HHS program or administrative functional areas. Ensuring organization strategic plans, mission, vision, and values are communicated to staff members and integrated into the organization's strategies, goals, objectives, work plans, work products and services.

Qualifications

WHAT WE ARE LOOKING FOR Basic Qualifications: Must meet one of the items listed below: Completed a bachelor's degree or higher with a major study in accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. [Transcripts must be provided] Combination of education and experience that included at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. -AND- Minimum Qualifications: In addition to the basic qualification requirement above, you must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing ALL of the following: Recognizing cost allocation problems involving direct and indirect costs and making appropriate recommendations to resolve them. Interpreting indirect cost rate agreements and applying approved rates to applicable direct costs of federal grants and contracts. Recommending an appropriate indirect cost methodology or changes to methodologies for new and existing grantee organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment.
