Duties
You will perform or advise on work in any of the phases or systems of budget administration.
You will analyze and recommend cost and benefits of alternative methods of financial management of organization's programs and administrative operations.
You will implement legal and regulatory controls over approved budgets and provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
You will formulate budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities.
You will review and evaluate budget requests. control, and reporting of obligations and expenditures.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
GS-12:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing automated financial management, Travel systems and/or accounting system databases, tracking actions such as obligations, expenditures and reprogramming. Experience with financial analysis, travel coordination and financial management. Experience with accounting principles, concepts and theories and the ability to apply them to work. Experience reviewing and interpreting financial data; knowledge of budget methods. Able to communicate verbally and in writing.
GS-11:

Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree
