This position is part of the Loan Programs Office, Department of Energy. As a Loan Specialist, you will perform detailed analysis highlighting the contribution of individual projects and technologies to portfolio risk, create custom reports, and monitor compliance of borrowers with regulatory, technical and environmental standards pre-specified in existing financial documents.

Qualifications
BASIC REQUIREMENT:
Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
OR
Specialized Experience (for positions above GS-5): Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
Applying analytical and evaluative methods and techniques to a broad range of project finance structures and applicable credit risk for large-scale or commercial infrastructure projects including, developing and utilizing financial models for monitoring loan performance and credit/risk analysis; AND
Preparing for audit readiness and responding to internal and external audits including developing governance documents and procedures to monitor strategic and operational risks in accordance with OMB Circular A-123 or risk management principles; AND
Designing control procedures to monitor identified strategic and operational risks in accordance with OMB Circular A-123. Direct division level risk assessments, internal reviews, and reports of compliance; AND
Developing annual reports on Program compliance with OMB A-123 requirements. Represents the organization at intra-agency and inter-agency risk management forums and working groups; including preparing project status reports, developing briefing material for senior management and other governing boards; AND
Providing data analytics and modeling to implement initiatives sufficient to a variety of operational support functions, including resource planning, staff allocation, and cost estimation.
