This position serves as Health System Specialist within the Research and Development (R&D) Service. The VA Research Program strives to promote Veteran-centered care to improve patient experiences and outcomes across VA healthcare and community settings, and to advance value-driven care by providing Veterans the highest quality care at the lowest financial burden. The Research Committee Manager position is vital within the ORD and the facilities where research programs are conducted.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/28/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
The Health System Specialist series, 0671, has an Individual Occupational Requirement (IOR) for specialized experience that is defined as:
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
You may qualify based on the following:
Specialized Experience GS-09: You must have one (1) full year (52 weeks) specialized experience equivalent to at least the GS-07 level. Qualifying experience includes what is stated above, as well as, but not limited to: perform qualitative and quantitative analytical techniques such as: data analysis, literature search, determining staff to workload ratios, development and administration of questionnaires, graphing, and calculation of means, modes, standard deviations, or similar statistical measures; conduct interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures; perform a variety of complex tasks related to the approval and maintenance of research projects including regulatory approvals, submissions that are tied to protocol execution, preparation of reports based on a statement of the issue or problem, observations and recommendations for action findings; and possess the ability to use Microsoft Word, Outlook, Excel, PowerPoint, Adobe Pro for word processing, communications, presentations, data manipulation and data storage. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related with a major study in hospital admin, public health admin, or related fields such as business or public admin with course work in health care admin. Education at the graduate level must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR,
Combination: Applicants may also combine education and experience to qualify at this level. Your total qualifying experience and total qualifying education are each figured as a percentage of the experience and education required for the GS-09 level of the occupation being filled and the total of the two percentages must equal 100 percent to qualify. Only graduate education in excess of 1 year may be used to qualify applicants for positions at the GS-09. OR,
On-the-Job Training Program: Applicants may qualify based on a successful completion of an agency-sponsored on-the-job training program which may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
