Supervisory Health System Specialist - Health Professions Education Manager serves as a member of the Health Professions Education Office (HPE); supports the Designated Education Officer (DEO) responsibilities for establishing, maintaining, and evaluating the quality of HPE programs and quality of care delivered by health professions trainees (HPTs) at the Minneapolis VA Medical Center.

Duties

Health Professions Education Manager has the primary responsibilities for the planning, developing, implementing, directing, evaluating, and coordinating the overall HPE programs to accomplish VHA's academic mission and serves as the senior position in support of HPE training programs and compliance with OAA, regulatory, accreditation and other applicable requirements. Health Professions Education Manager must assure that administrative, clinical programs and policies are integrated to meet the unique need of interprofessional HPTs and patients they serve. Duties included but not limited to: Provides direct technical and administrative supervision to the HPE Office. Ensure that staff are efficiently and effectively accomplishing quality work that is compliant with regulatory requirements and procedures, accreditation standards, laws, and the VHA OAA policies and requirements, as well as assuring implementation and accomplishment of the goals and objectives of the HPE program. Performs a wide range of programmatic and operational functions for the HPE Office. Oversees all functions related to the administration of HPE funding, accreditation, appointment process, and affiliate relationships in accordance with VHA directives, handbooks, policies and memos, and notices. Exercises authority to approve, reject or recommend actions on promotions, leave awards, disciplinary acts and to investigate or hear grievances as appropriate. Interviews and selects candidates for vacancies, promotions, details, and reassignments. Supervises special projects and project management planning to include program analysis and evaluation. Identifies and resolves complex resource, regulatory, and program issues with academic affiliates, affiliate federal partners, facility and VISN staff, and OAA. Exercises responsibility for long-range planning, development, implementation, coordination, and evaluation of initiative-driven programs. Provides oversight and coordination for administrative efforts to identify, evaluate, and mitigate risk of injury to HPTs, patients, staff, and visitors in collaboration with facility. Assists with management of HPE supervision risk events and tort claims; facilitates and consults on remediation and grievance processes. Provides overall budget oversight and Subject Matter Expertise to the DEO and HPE service staff. Develops, reviews and revises, as needed, medical facility standard operating procedures, policies to ensure compliance with VA and OAA policies (1400 series directives). Ensures programs and processes are in place to mitigate risks and meet reporting requirements for Educational Activity Records, HPT supervision, needs and excess reporting and conflicts of interest for clinical staff involved with these activities. Creates and maintains a functional communication system and promotes an understanding between HPTs, faculty, employees, and Veterans regarding HPE mission and programs. Provides technical consultation and editorial review of initiative related HPE proposals, white papers, issue briefs, manuals, and other materials that will be distributed both in and out of VA. Performs market analyses and compares and benchmarks internal services with private sector health care delivery systems to develop market niche strategies for HPE. Preferred Experience: Experience in the administration and oversight of health professions training programs at the organizational level, including budgeting of trainee FTE, managing trainee rate schedules and disbursement processes, creating policy/standard operating procedures in accordance with OAA handbooks and supervising/developing education business office staff. Work Schedule: Monday-Friday 8:00am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as Supervisory Health System Specialist. Specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems Regulations and standards of various regulatory and credentialing groups Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Specialized experience is further defined as: Working within a health care setting; Working directly with clinicians and local leadership in the administration and oversight of health professions training programs at the organizational level; Including budgeting of trainee FTE, managing trainee rate schedules and disbursement processes; Creating policy/standard operating procedures; Leading or supervising/developing education business office staff. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary, although some slight physical effort may be required. This work is performed in an office setting although some slight physical effort may be required to conduct training events, give presentations, or to observe staff and trainees in their work environment, including inpatient clinical areas. The position will utilize a desk and computer and may need to navigate throughout the facility clinical areas. Stamina and concentration to meet crucial deadlines is required.
