The Corporate Compliance Department's core mission is to enhance and preserve Veterans' trust by (1) promoting a culture of integrity, (2) assisting to manage and mitigate legal and regulatory risk, and (3) providing a compliance framework, leadership, and oversight to promote an integrated program to identify, prevent, and mitigate noncompliant behavior.

Duties

The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. This is done in the context of healing relationships and healing environments and a connection back to the Veteran's community. This aligns with the Veterans Health Administration (VHA) Mission Statement to Honor America's Veterans by providing exceptional health care that improves their health and well-being. Duties: Directs, develops, implements, and oversees a multi-disciplinary, health-care system- wide Compliance Department within the scope of a VHA-mandated Privacy and Freedom of Information Act Program, Research Compliance Program, Records Management Program, Integrity & Compliance Office Program, Healthcare Ethics Program, and the Controlled Substance Inspection Program which includes auditing, monitoring, and creating corrective action plan activities in any identified high-risk area or area of non-complaint business practice. Establishes goals and objectives for the Corporate Compliance Department and ensures their implementation. Identifies issues, areas, and/or subject matter that may create risk for the organization and makes recommendations to Executive Leadership to avoid or minimize them. Creates and maintains written policies and procedures that promote a commitment to corporate compliance and address specific areas of risk associated with the Health Care System business practices, operations, research, privacy, records management, investigations, and identified program audits. Provides reasonable assurance that policies and procedures within each program area are aligned with VA Central Office, VA Office of the Inspector General, as well as other organizations that provide oversight of the Health Care System. Implements policies specific to disciplines within the Corporate Compliance Department and provides oversight on the execution of national policies that apply to the Health Care System. Provides leadership, strategic direction, and oversight of the compliance activities for the department to provide a standardized and effective approach to compliance using the compliance framework and program standards, processes, and resources for assigned program areas; including Privacy and Freedom of Information Act, Research Compliance, Records Management, Integrity & Compliance Office, Health Care Ethics, and Controlled Substance Inspection. Maintains awareness of laws and regulations impacting all disciplines within the program and keeps apprised of current changes that may impact the Health Care System through seminars, training programs, and personal contacts. Documents allegations of improper activities and the enforcement of appropriate disciplinary actions against employees who have violated compliance policies, regulations, or federal health care program requirements. Work Schedule: Monday-Friday, 6:30am-3:00pm Telework: This position is located in Minneapolis, MN. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/09/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the Supervisory Health System Specialist in the organization. Examples of specialized experience would typically include, but are not limited to: Evaluates content of new or modified national guidance for program impact upon the Health Care System's programs and resources; Applies complex analytic principles, theories, and techniques to healthcare management and operational systems with a degree of resourcefulness and ingenuity; Conducts compliance-related activities including report writing and communication of findings to Executive Leadership and senior management; Conducts investigations of incidents or allegations of non-compliance in matters where there is a lack of, or conflicting evidence to substantiate what occurred; Identifies, prioritizes, and mitigates potential risks that may adversely impact local Health Care System objectives, compliance with regulations, or overall reputation of the agency Health Care System; and Initiates, develops, and drafts written Health care System policies and procedures consistent with directives, to ensure local compliance issues are addressed. You will be rated on the following Competencies for this position: AuditingComplianceCompliance InspectionRisk Management Preferred Experience: To contribute to the fulfillment of VHA Health Care System's mission and vision by planning, designing, and maintaining a multi-disciplinary Compliance Department at the Health Care System, with responsibilities of auditing and monitoring to ensure compliance with policies and laws governing business operations, health information management practices, privacy, research records management, controlled substance program management, ethics, and business integrity. 1. Has experience promoting a culture of integrity. 2. Has experience assisting in managing and mitigating legal and regulatory tasks. 3. Has experience providing a compliance framework, leadership, and oversight to promote an integrated program to identify, prevent, and mitigate noncompliant behavior. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
