Community Care is responsible for administrative oversight of administrative functions that affect interdisciplinary teams, delivering customer service and patient focused care within the community for Syracuse VA Medical Center. The primary purpose of this position is to serve as the Chief of Community Care in all administrative matters. The position involves interaction with all levels of Medical Center personnel on a day-today basis along with other federal and non-federal agencies.

Duties

Duties include, but are not limited to the duties below: The incumbent is responsible for planning, organizing, evaluating, advising, analyzing and coordinating administrative activities. Responsibilities include improvement of productivity, implementation of management controls, daily operations, and strategic planning in anticipation of long-term programmatic changes. The incumbent advises Executive level leadership on matters impacted by programmatic/policy changes. The incumbent advises on program changes from the national office, the incumbent develops and adapts policies and procedures, as necessary, at the Syracuse VA in alignment with national office guidance. The incumbent is responsible for ensuring the preparation of a variety of daily, weekly monthly, and annual reports. These reports include accomplishments, goals, objectives, specific trends, resource management, review against external standards, education, training and research activities, community relations, committee participation, quality management, etc. The Chief of Community Care will supervise Data Analysts, the Administrative Officer, MSA Supervisors and oversee the supervision of MSA Leads and all MSAs reporting in this unit. The incumbent will supervise the Care in the Community staff to include: four Data Analysts, one CITC Administrative Officer, one (1) GS-8 MSA Supervisor, three (3) GS-7 MSA Leads, 28 Advanced MSAs, and two (2) MSAs. The incumbent partners with Executive and Mid-Level Leaders in reviewing and defining performance expectations and accomplishments of their staff to ensure adherence to VA and non-VA requirements. The incumbent coordinates with all internal and external stakeholders involved with or impacted by the Community Care process and performs work related to developing and monitoring quality programs, plans, procedures, methodologies, and /or analyzing quality initiatives and processes. The incumbent carries out a variety of special assignments as required by committees, workgroups, and the needs of top management and the facility. These are on diverse issues and frequently have short deadlines. These assignments may require the incumbent to act on behalf of the facility leadership in specific administrative situations. These duties include such items as chairing special investigations and chartering/chairing ADHOC committees/task forces to include System Redesign (Lean/LOI/Yellow Belt) projects. Work Schedule: Monday-Friday 8:00AM-4:30PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/05/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of a clinical program; experience planning, organizing, and developing studies or projects, making recommendations on operating programs and negotiating with others to accept and implement recommendations; and experience evaluating and making recommendations regarding health care delivery systems.
