The Syracuse VAMC currently has 1 vacancy for a Program Analyst in Quality Management Services. The incumbent supports program managers to ensure appropriate program functions are carried out and decisions made by the incumbent directly affect multiple facility-wide programs including Enterprise Risk Management, Credentialing & Privileging, Patient Safety, Utilization Management, Systems Redesign, Infection Prevention, Accreditation, and Performance Measurement/Informatics.

Duties

Major duties include but are not limited to: Provides program analytic support, including the qualitative and quantitative data analysis to the QMS team, which includes the Quality Manager, Risk Manager, Patient Safety Manager, Credentialing & Privileging Coordinator, Accreditation Specialist, Coordinator, Utilization management RN, and Infection Control Analyst. Provide support to the Medical Center Director and other executive team members, during times of peak or excess workloads, special projects, or absence of other staff assigned to the offices of the executive leadership team. Performs administrative work, which includes data retrieval, analysis, and report creation for programs the impact multiple levels and settings of the organization, including carelines and services. Routinely develops and prepares graphic charts with narrative comments to supplement reports. Provides analyst support including data retrieval, compilation, analysis, program recommendations, and tracking and/or reporting of data and statistical information in relation to all quality management programs including the peer review program, tort claim information system, national practitioner data bank reporting, adverse event and close call reporting, patient safety initiatives, joint commission and other accreditation programs, and credentialing and privileging issues as it relates to quality management. Responsible for analyzing information related to adverse and close call events to make evaluations for the preparation of statistical reports. Prepares complete and fully documented reports and recommendations for review of medical center leaders. Researches and/or analyzes administrative and patient problems, issues, and/or facility program requirements. Collects and analyzes data for multiple committees and boards including the Quality Safety and Value committee and the Executive Quality Council and its major Boards. Prepares and presents both written and oral reports with consideration of the wide range of factors and requirements affecting the facility. Plays a central role in developing and coordinating internal review systems through auditing and data tracing to assure that both clinical and administrative activities follow agency and accrediting and regulatory requirements. Maintains, utilizes and manages a variety of electronic quality management databases as a centralized source of information and generates the facility reports to the Peer Review Committee, Clinical Executive Board, OIG, VISN, and VHA. Conducts special studies and analyses of activities, which present problems of special interest to carelines and service lines. Maintains knowledge of changes and projected changes in accrediting and regulatory bodies (The Joint Commission, CARF, OIG, etc.) as it relates to risk management activities and programs. Identifies need for correction of deficiencies in resources and advises department supervisor of corrective actions taken, based on interpretation of findings of appropriate studies/literature and data analysis. Assists leads in providing consultation and assistance for the implementation of risk management and patient safety activities. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/11/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of the program's effectiveness and/or organizational productivity, and advise on and/or resolve moderately complex, non-controversial, well-precedented factual, procedural, and/or recurring issues. Extensive knowledge of quality management principles and program goals and objectives, work processes and administrative operations of the organization to support the oversight of program adherence by providing relevant data, analysis, recommendations. Must possess knowledge of the clinical services available in the organization in order to respond or direct inquiries appropriately. Understanding of the operations and responsibilities of the Quality Management Office and other services. Knowledge of the supervisor's goals, priorities, policies, and commitments to perform special and routine assignments related to quality and risk initiatives. Knowledge and ability to interpret VHA, VISN, facility and medical accreditation organization polices, guidelines and regulations to conduct analysis and make recommendations that support the programs within the Quality Management Service. Knowledge of the full range of principles, concepts, and methodology related to risk management programs, and skill in applying this knowledge to the planning and accomplishment of a variety of work assignments. Must be able to develop and maintain collaborative working relationships with management, service chiefs, VISN staff, Office of Medical Legal Affairs, Regional Counsel, and all other staff at the hospital. Skill in written communication to organize ideas and present findings in a logical manner with supporting, as well as adverse, criteria for specific issues, and to prepare material complicated by short deadlines and limited information. The individual must attain and maintain skills in operating personal computer software programs including but not limited to Microsoft? Word, Excel, Access, PowerPoint and other statistical control programs. The position requires knowledge of VISTA and CPRS computer packages applicable to Quality Management Programs. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The employee will spend some time walking, standing, bending, climbing stairs, and carrying some light items. Stamina and concentration to meet crucial deadlines is required. Keen hearing and distinct speech are essential due to the extensive used of the telephone as a means of communication. May be a certain amount of mental strain due to time constraints, workload demands, multiple deadlines, and competing priorities.
