Duties
Serves as a Program Analyst responsible for the program management support associated with development and sustainment of automated and administrative systems in support of DLA J62 Programs and Projects.
Oversees program management and strategic direction for the planning, designing and centralized program management for assigned programs and/or projects.
Develops mid and long range plans and provides central oversight for technical and functional enhancements to operating systems and functional programs.
Responsible for overseeing the execution of requirements determination and management, design, changes, development, testing, documentation and change management request.
Schedules, directs, and coordinates the efforts of assigned personnel and IT programs to assure maximum program accomplishment.
Communicate and provide guidance, advice and assistance to J62 managers and higher headquarters elements, customers, managers, and other external oversight agencies.
Develops specific programs and establishes methods and procedures which will best accomplish planned objectives and address internal and external program issues.
Assists the Program Manager in supporting internal and external audits and reviews to assess overall compliance with laws, regulations, and policies for DLA programs and provide status to DLA J62 leadership.
Engages with internal and external auditors to manage Provided by Client/Customer (PBC) requests, develop corrective action plans, and execute corrective actions as required to meet Agency audit objectives.
May support the acquisition process associated to IT services, software licensing, sole source justifications, and development of evaluation factors in support of assigned programs/projects.
Work closely with project leads to collate program information into reports, presentations, briefs, and other deliverables. Use creativity to proactively generate intuitive, professional-level visuals representing programmatic statuses.
Assist in tracking and preparing annual budget plans and projections for budget cycle in support of IT modernization.

Qualifications
To qualify for a Program Analyst, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Develops, documents and operations both internal processes and administrative and/or technical controls for IT processes and procedures for designated programs.
- Provides overall direction and guidance for the development, acquisition, testing, systems integration, product improvement, and/or fielding of assigned IT programs.
- Manages and participates in the audit life cycle to include testing, corrective action, and validation.
- Conducts briefings/meetings to managers and higher headquarters elements to provide study findings and outline goals and objectives for assigned projects and programs.
- Identifies and propose solutions to unprecedented, difficult management or programmatic problems.
