THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a INSPECTIONS SPECIALIST, Position Description Number D2496P01 and is part of the HI 154 WG, National Guard. LOCATION: HQ 154th Wing, Hawaii Air National Guard, Joint Base Pearl Harbor Hickam, Hawaii

Duties

SUMMARY OF DUTIES: The purpose of this position is to serve as the Wing Program Manager for the Inspector General Evaluation Management System (IGEMS), Management Internal Control Toolset (MICT) and Air Force Gatekeeper (GKS) software programs or most current automated systems. The Wing Inspection Program Manager trains and manages the Wing Inspection Team (WIT) and conducts independent oversight and evaluation of the Wing Self-Assessment program, no notice/short notice inspections, and an independent assessment of wing long-range strategic plans, programs and capabilities. Plans, organizes, and executes the wing/centers IG activities for the Commander's Inspection Program (CCIP). Plans, schedules, and executes inspections/exercises including short-notice and no-notice inspections/exercises at all organizational levels of the wing to include GSUs. Assists with composing, managing and leading WIT and drafting inspection reports using IGEMS. Senior Enlisted advisor for the IG. Plans, organizes, and executes a wide range of activities for the center/wing Complaints Resolution Program (CRP) and Fraud, Waste, and Abuse (FWA) Program, ensuring compliance with legal and regulatory requirements, and ensuring the best interest of the Air Force and Airmen needs are met. Represents the Wing IG at conferences, meetings, seminars, briefings, and other official functions. Performs other duties as assigned. GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with skill in collecting and analyzing data effectively, efficiently, and accurately; knowledge of applicable laws, directives, regulations, policies, and procedures; skill in interpersonal communications, empathy, and effective listening; ability to organize thoughts, research materials, and manage case projects; skill in comprehending and interpreting directives and laws; ability to enunciate without impediment of speech that would interfere or prohibit effective communications; ability to write reports and presentation formats; and ability to communicate -orally and in writing- clearly and effectively. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709. CONDITIONS OF EMPLOYMENT & NOTES: 1. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. 2. Work does require access to classified information. Must be able to obtain and maintain the appropriate security clearance. 3. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. 4. IAW AF guidance, incumbent must complete the wing Inspector General Training Course (IGTC) within 180 days of appointment; must complete the USAF Basic Inspectors Course (BIC) for the Commanders Inspection Program within 180 days of assignment; and IG appointees for nuclear-capable units will complete the USAF Nuclear Inspector Course within 180 days of assignment. Successful completion of other courses will be accomplished IAW applicable DoD, AF, and National Guard Bureau regulations. 5. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by TAG. Other Requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. NOTES TO CANDIDATES: a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor. b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard. c. In addition to your application, documents of last performance appraisal, past civilian performance, letter of recommendations, and or military performance may be submitted. d. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment. e. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). f. Final selection will be based upon qualifications, suitability, and available manpower resources. g. This employer will provide the Social Security Administration (SSA) and if necessary, the Department of Homeland Security (DHS) with information from each new employee's Form I-9 to confirm work authorization. h. This type of appointment is expected to extend beyond one year, not to exceed 4 years. Separation will be preceded by a 30-day notice when services are no longer needed. Permanent technicians will remain on permanent status if selected. o. Selectee informed in advance of the reasons for and conditions of this temporary promotion may return to his/her former grade when temporary action is no longer needed and may be effected at any time without adverse action procedures. p. Temporary promotion may be extended for an additional two years, not-to-exceed four year, with National Guard Bureau approval. q. Should the need for temporary time limitations placed on this position no longer exist, the Temporary Promotion may be converted to a permanent action without further competition.

Education

EDUCATION REQUIREMENTS: Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
