The primary purpose of this position is to serve as Chief, Complaint Resolution Division in the Directorate of the Inspector General at a Major Command (MAJCOM) with the responsibility for planning, directing, organizing, and exercising control over subordinate employees assigned to the Pacific Air Forces (PACAF) Inspector General (IG) office.

Duties

Serves as the Director's principal advisor on Air Force Complaints Resolution and Fraud, Waste, and Abuse (FWA) programs. Plans, directs, and manages the activities of the PACAF Inspector General office, ensuring that programs comply with legal and regulatory requirements and meet the needs of the organization. Exercises supervisory personnel management responsibilities for a military and civilian staff. Establishes, develops, and maintains effective working relationships with DoD/IG, SAF/IG, SAF/LL, other MAJCOM/IGs, and PACAF Senior Staff and Directorates.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by (con't)

  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver?s license is required for the position.

  • A Bachelor?s degree or equivalent experience in public management, administration or criminal justice is desired but not mandatory.
  • IAW AF guidance, incumbent must complete the Installation Inspector General Training Course (IIGTC) and Complaints Resolution Inspector General Training Course (IGTC-Q) within 90 days of appointment; must complete the USAF (con't)
  • (con't) Basic Inspectors Course for the Commanders Inspection Program within 90 days of assignment. Successful completion of other courses will be accomplished IAW applicable DoD and AF regulations.
  • A Cost-of-Living-Allowance (COLA) of 9.28% will be added to the stated salary. Cost-of-Living-Allowance (COLA) which is subject to change without notice.
  • This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • PCS is not authorized; Recruitment is limited to only local commuting area for USAFE (Ref- AFI 36-302, Table 3.1, Rule 21 USAFE Supplement).

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the functions of the Inspector General and functional interrelationships among command missions, programs, systems, procedures, and activities; plus the regulatory framework in which they operate, to develop and implement command-wide policies, programs, and procedures, and develop strategies for handling varied complex issues such as Congressionals, Fraud, Waste, and Abuse complaints, IG complaints, and allegations against senior officials. Knowledge of investigative techniques, principles, and procedures to direct or conduct investigations of allegations of fraud, waste, and abuse or other complaints of wrongdoing or inappropriate behavior on the part of Federal activities. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the functions of the Inspector General and functional interrelationships among command missions, programs, systems, procedures, and activities; plus the regulatory framework in which they operate, to develop and implement command-wide policies, programs, and procedures, and develop strategies for handling varied complex issues such as congressionals, Fraud, Waste, and Abuse complaints, IG complaints, and allegations against senior officials. Skill in assessing program needs to accomplish goals and objectives, evaluate program status, and recommend or implement solutions for improvement. Ability to plan, organize, and direct the functions and staff of an organization; and to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; as well as using tact and diplomacy during difficult circumstances to advise/inform on complicated, sensitive, and occasionally controversial issues. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
