The primary purpose of this position is to serve as the Senior Inspections Specialist at a MAJCOM Headquarters, responsible for active and diverse programs for the command to include coordinating with appropriate Subject Matter Experts (SMEs) to conduct inspections of respective Department of the Air Force Special Access Programs and Major Graded Areas (MGAs).
Duties
Works with the Inspection Division Chief in planning, organizing and overseeing the activities of the Division.
Serves as senior inspection advisor, responsible for the strategic planning, development and implementation of command-wide IG inspection policies, programs, and procedures for the MAJCOM.
As senior command technical expert, leads or participates as a command inspection technical expert in interagency groups to resolve problems regarding inspection issues.
Responsible for leading/participating as command inspection technical expert, planning Readiness Inspection Exercises to evaluate the Readiness and lethality of PACAF Wings.

- Operational experience within HQ PACAF and/or DAF is highly desired.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, General Investigation Enforcement and Compliance Series 1801
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of a wide range of concepts, principles, practices, ensuring compliance with DoD and Department of the Air Force policy pertinent to IG Inspections, complicated due to a number of factors which include impacts on locations worldwide; policies and regulations; the relationship between operations and support functions (e.g., maintenance, supply logistics, procurement, personnel). Expert knowledge of DAFIS; skill to interpret policy and regulations and develop guidelines in areas where methods and principles are questioned or challenged; and skill in negotiating and resolving unprecedented, broad, difficult, or complex problems in a wide range of programs and subjects. Mastery of inspection knowledge for a wide range of fact finding, analysis, qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the involvement of complex management processes and systems. Extensive knowledge of Department of the Air Force, MAJCOM and Wing organizational structure, operations and policies; and mission responsibilities of their many diverse organizational entities.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery knowledge of the functions of the Department of the Air Force Inspections System, Inspector General requirements, and functional relationships among command missions, programs, systems, procedures, and activities; plus the regulatory framework in which they operate, to develop and implement command-wide policies, programs, and procedures, and inspections.
Expert knowledge of investigative techniques, principles and procedures to conduct root because analysis of deficiencies identified during inspections.
Skill in planning and conducting interviews during Airmen to IG sessions, fact finding, inspections and investigations to improve operations and ensure DOD and DAF requirements are met.
Ability to establish program objectives and to generate, organize and develop plans for implementation and direct the activities and staff of a small to medium sized organization.
Ability to communicate both orally and in writing in the capacity of the spokesperson for the MAJCOM. Must communicate with General Officer level, as well as senior level decision makers on the MAJCOM staff as well as higher HQs DAF and SAF offices to resolve issues that cut across functional and organizational barriers.
Ability to plan, organize and lead others in inspection studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
