The Director of Security and Support Services serves as the technical advisor to, and reports to, the Chief Administrative Officer on matters relating to security and administrative support services issues.
Duties
The Director implements, coordinates, and executes programs at the U.S. International Trade Commission (USITC) that support (1) physical security, safety, and asset protection; (2) personnel security; (3) security and safeguarding of classified and controlled unclassified information in physical form; (4) emergency response and continuity of operations; (5) property management; (6) facilities management; (7) health and safety; and (8) work-life programs.
As a Director for the Office of Security and Support Services and position, you will:
Design, manage and execute a comprehensive security and administrative support services program to meet present and future missions of the USITC;
Implement risk-driven security solutions and business process improvements in the areas of staff safety and security, infrastructure protection, information security, operational continuity, leasehold and property management;
Provide management oversight and direction for the subsidiary components of the Office;
Analyze and interpret legislation, Administrative Office directives, etc. affecting the work of the Office; and
Administer required personnel security services, including conducting and adjudicating background investigations for security and suitability determinations, credentialing, and facility access.
Manage the delegated agency-wide cost center, which includes mailroom and security contracts, office supplies, space rental, utilities, furniture and equipment, and building maintenance and improvement; and
Serve as the liaison between the lessor of the USITC's space and the Commission, as well as the Property Management Officer in providing overall supervision and technical direction of the property management system.
This is a 120-day temporary promotion with the option for the period to be extended not to exceed one year.

Qualifications

MINIMUM REQUIREMENT:
To qualify at the GS-15 level, you must have one-year of specialized experience equivalent to the GS-14 obtained in the federal or private sector which demonstrate all of the following: administering, executing, or overseeing personnel security, physical security, and/or support services programs; advising management on issues related to these programs; and developing and/or implementing internal controls to ensure program operations comply with applicable legal, statutory, regulatory, reporting, and training requirements.
Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
