This position is part of the Defense Human Resources Activity. This position is part of the Benefits and Work Life Programs Division (BWLPD), Benefits, Wage, and NAF Policy Line of Business (LOB3), Defense Civilian Personnel Advisory Services (DCPAS). Incumbent provides complex human resources (HR) management advisory and technical services related to benefits and work life programs.

Duties

As a HR Specialist (Employee Benefits/Work-Life Programs) at the GS-0201-13 some of your typical work assignments may include: Serves as a senior technical authority on difficult and complex issues advising other experts on how best to resolve issues and interpret and apply policy guidance on DoD Work-Life Programs. Serves on diverse external panels and groups. Represents DCPAS in dealings with a wide variety of external organizations. Drafts congressional correspondence in response to inquiries on Work-Life Programs. May prepare and deliver training on assigned programs addressing complex or emerging laws, regulations or issues. Create pivot tables and charts to visualize program data using Microsoft Excel. Develops formal presentations including briefing for senior leadership on highly visible, controversial and misunderstood work-life programs including health and wellness, telework, remote work, family care, and other workplace flexibility issues. Improve and maintain Work-Life reporting through defining metrics and validating data.

  • The incumbent will be expected to become certified at Level III in the Department of Defense Employee Benefits Credentialing Program and/or the Injury Compensation Credentialing Program or complete the designated Work Life Programs Training.

Qualifications

You may qualify at the GS-13 grade level, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Conducting research on HR regulations and other pertinent directives for the improvement of federal work-life regulations, policies, and procedures; Utilizing HR databases to extract data to develop presentations and reports on federal work-life policies and programs in-person and in a virtual environment; and Advising a diverse workforce on federal employee work-life programs to include health and wellness, employee assistance, family care, and other work life programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
