This position is located in the Health Resources and Services Administration, Bureau of Health Workforce, Division Business Operations, Data Resource Branch. The duty location for this position is Rockville, MD.

Duties
This position is a mission critical occupation and is responsible for the analysis of system and/or security requirements, the development and implementation of mission critical applications for the agency's Information Technology operations.
As a Supervisory IT Specialist, you will manage large-scale IT systems, contracts, and tasks that aid with the management of information systems.
Your major duties and responsibilities include:
Exercising the full range of administrative and technical supervisory duties of Branch and other Division staff as needed, and coordinating, evaluating, and directing the work performed by staff.
Assisting with Investment Management and being accountable to the Business Owner(s) for ensuring that the IT investments meets business requirements efficiently and cost effectively, and to the respective IT governance organization for meeting IT investment management requirements.
Possessing advanced knowledge of the Federal Acquisition process that includes hands-on experience with developing procurement documents that best support the IT business needs such as an Acquisition Plan, Statements of Work (SOW), or Statement of Objectives (SOO).
Understanding types of contracts and risks associated with each, having the ability to use innovation and best practices when identifying IT solutions, providing effective guidance and direction to staff and CORs on IT activities based on business and program needs.
Providing oversight and management of multiple areas of the Bureau's IT systems to ensure all related activities are handled effectively and consistently across all IT systems.
Ensuring best practices are leveraged across IT system; updating reports and dashboards and utilizing them to manage upcoming tasks effectively and timely.

Requirements
- U. S. Citizenship is required.
- All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year supervisory probationary period may be required.

To qualify for this position, you must possess IT related experience and/or training that demonstrates that you possess each of the following four competencies:

In addition to meeting the four IT related competencies listed above, to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
To qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.
Examples of the minimum qualifying specialized experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis:
1. Planning, designing, and implementing new or improved information systems to meet the requirements of the organization.
OR
2. Serving as a Project Officer or Project Manager for IT infrastructure projects including developing statements of work, specifications, plan criteria, and timelines, etc.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

CONTRACT MANAGEMENT- Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration.
PROJECT MANAGEMENT - Knowledge of the principles, methods, or tools for developing scheduling, coordinating, and managing projects and resources, including monitoring, and inspecting costs, work, and contractor performance.
